A survey by the Ukrainian Chamber of Commerce and Industry reveals that a vast majority of entrepreneurs are prepared for potential power supply disruptions. The “Barometer of Business” survey, conducted in October 2025, found that 80% of businesses have secured independent power sources ahead of possible outages.
The data indicates a shift in preparedness strategies compared to the previous year. While 56% of enterprises own generators (a 3-point decrease from November 2024), the share of businesses with other alternative power sources has risen significantly by 13 points to 19%. An additional 5% have fully autonomous power systems. Currently, 14% of companies are in the process of purchasing equipment. Notably, only 7% plan to reduce their energy consumption, half the proportion recorded a year ago.
Despite this operational readiness, the overall business climate remains cautious. The Barometer of Business index declined in October and continued to reflect negative expectations.
Sentiment varied by sector. The construction industry showed a slight tendency toward positive expectations, although this trend is weakening. Negative outlooks prevailed in the manufacturing, services, and trade sectors. The report also highlighted that exporters’ expectations are notably more pessimistic than those of the broader business community.
Overall, the findings point to a persistent atmosphere of caution, where businesses continue to adapt by diversifying power sources and optimizing costs while monitoring external factors that affect export performance.
