Volaris Battles Pilot Union as US Regulators Revoke Routes

Mexico’s Federal Civil Aviation Agency (AFAC) has granted Volaris temporary authorization to operate 10 aircraft with foreign pilots from December 1, 2025, to January 12, 2026. The decision has drawn objections from industry groups, who contend the move violates the nation’s Constitution and Civil Aviation Law.

The planned sale of Mexicana de Aviación’s maintenance, repair, and overhaul (MRO) center remains stalled, pending Banorte’s approval of a deadline extension. Aviation unions requested the extension after a previous deadline expired on October 4, but no new timeline has been established while awaiting the bank’s signature.

The action highlights the limitations of the 1960 bilateral aviation agreement, exposing vulnerabilities in air connectivity that supports both passenger travel and cross-border industrial logistics.
