The Taipei City Government’s Department of Government Ethics commemorated the 25th anniversary of its Code of Ethics for Civil Servants with a launch event for a new integrity-focused short video campaign on Tuesday.
The event featured Taipei City Government Secretary-General Li Tai-hsing and South Korean cheerleader Lee Da-hye, who stars in the campaign videos. Past recipients of the city’s Integrity and Competence Model award were also in attendance to witness the innovative fusion of dance and public ethics. The campaign’s central message promotes the refusal of inappropriate gifts and invitations, encouraging public support for principled civil servants.
In a departure from traditional outreach, the department has created 30- to 60-second videos and transformed complex regulations into an interactive online quiz. At the event, Li and Lee participated in the quiz, which assigned them the character roles of a “Principled Shiba Inu” and an “Eager Rookie Civil Servant.” Lee expressed her enthusiasm, noting that the initiative made the topic of integrity engaging and fun. She encouraged citizens to support public officials who uphold high ethical standards and to integrate these values into their own lives.
In his address, Secretary-General Li praised the department’s modern promotional strategy, highlighting its effectiveness in connecting with a younger audience through short videos and gamification. He stressed that as Taiwan’s capital, Taipei must continuously pursue the highest standards of integrity and competence. Li stated that the city’s objective is to evolve beyond a service-oriented government to become a model of integrity-based governance.
The event also welcomed back past Integrity and Competence Model honorees. Chen Tzu-chiao, a squadron leader from the Taipei City Fire Department, shared his personal story of practicing integrity in public service. His experience served to reinforce the core ethical values essential for all city employees and their role in safeguarding the public’s rights and interests.
