Queretaro, Qro. After the implementation of the subcontracting reform, in Querétaro 100,000 workers have left this employability system, reported the Secretary of Labor and Social Welfare (STPS), Luisa María Alcalde Luján.
This amount is similar to 15% of the formal jobs in the state, which until the September cut amount to 666,303 jobs affiliated with the Mexican Institute of Social Security (IMSS).
At the national level, he added, there are 3 million workers who went from being subcontracted to being part of their employers’ templates.
“The data from Querétaro is that 100,000 people have left the subcontracting scheme and have been recognized by the real companies that generate the utility, we have seen a gigantic jump in the payment of profit sharing,” he pronounced.
According to the federal secretary, this new contracting system has led to an annual increase of 109% in the distribution of profits.
However, he acknowledged that there are economic activities that continue to implement these recruitment models, for which operations are carried out to issue the corresponding sanctions.
“It increased by 109% from one year to the next (the distribution of profits), that means an additional 100,000 million pesos, but also to say that there are some sectors where we have still seen that these practices exist and we are operating to initiate a sanctioning process for that there is no impunity,” he stressed.
Concertation, the way
One year after the new labor justice model was implemented in the state, in Querétaro 80% of conflicts are resolved through consultation, while the average in other entities is 75%, the federal secretary said.
Luisa María Alcalde compared that the trials took up to ten years without being resolved; she added that currently conflicts are resolved in an average of 22 days.
“Then the vast majority of conflicts can be resolved in a few days, in less than 45 days, since it is far from those that existed before, which lasted years and years to resolve any type of dismissal or collective conflict,” he said.
In this sense, the National Council of Labor Competences of Mexico certified the Conciliation Center of Querétaro for having efficiency standards.
Additionally, the head of the STPS affirmed that the incorporation of the last 11 entities that joined the new model of labor justice, on October 3, pays to give certainty to the T-MEC guidelines.
As part of the tour he made through Querétaro, he also planned a meeting with businessmen and unions, in order to promote the legitimization of collective contracts, a process that expires on May 1, 2023.
