Five states of the Republic (Aguascalientes, Durango, Hidalgo, Quintana Roo and Tamaulipas) have a new ruler as of this month. The next one will be Oaxaca in December. What is the vision of digital and technological development of each new president? How do you plan to attract investments in telecommunications, technologies and Internet companies? What leadership will they exercise in terms of digital transformation? How do you plan to deliver digital prosperity to your governed?
It is important that from the beginning of their administration, the governors define a digital public policy to trigger growth and development in their states. All and all will complete their assignment in 2027, when the world will be extremely technologically advanced. What will their legacy be and how do they intend to achieve it? The answer lies in digital.
Each of these entities has a different degree of connectivity and digitization, and each state has strengths and opportunities for economic development that can be enhanced with telecommunications infrastructure, connectivity and digital services.
According to the National Survey on Availability and Use of Information Technologies in Households (ENDUTIH) of the Inegi, the states that exceed the national average of Internet users are Quintana Roo (82.3%), Tamaulipas (81.9%) and Aguascalientes (80.4 %). While those that are below the threshold are Durango (70.9%), Hidalgo (69.3%) and Oaxaca (56.9%).
We have three states that are a little more advanced in connectivity and three entities that are clearly behind in this matter.
Quintana Roo, Tamaulipas and Aguascalientes must take advantage of the fact that they already have a certain telecommunications infrastructure, while Durango, Hidalgo and Oaxaca have an enormous opportunity to overcome their social and economic backwardness through the use and adoption of ICTs.
Attract investments from telecommunications operators, infrastructure installers such as cell towers, and Internet companies and platforms; connecting the population and transforming society, the government and the productive sectors should be the priority objective of Teresa Jiménez in Aguascalientes, Esteban Villegas in Durango, Julio Menchaca in Hidalgo, Salomón Jara in Oaxaca from December, Mara Lezama in Quintana Roo and Américo Villarreal in Tamaulipas.
To attract investment, it is a priority that each state and its municipalities eliminate barriers to the deployment of infrastructure such as towers and fiber optics. The state that best knew how to do it was Hidalgo during the past administration of Omar Fayad, by promoting regulatory improvement and standardizing municipal procedures for the deployment of infrastructure, but it lacked the activating component of digital policy.
Telecommunications operators and Internet providers do not invest more in each state for the simple reason that it is very difficult to install infrastructure, procedures are cumbersome and corruption is rampant.
If the rulers want more coverage, connectivity and the Internet, they must eliminate regulatory obstacles, standardize procedures and facilitate the deployment of digital infrastructure, which will allow investments to be triggered.
Even though Quintana Roo, Tamaulipas and Aguascalientes have more connected populations, their fiber optic percentages remain limited. Aguascalientes has the highest percentage of Internet access through fiber with 37.1% (low if one considers that it has one of the most important car manufacturers in the country and a relevant dairy production), but Durango and Oaxaca do not even exceed 10%.
Tamaulipas has only 12% fiber optics. If the new governor wants to seriously face the challenge of public insecurity, he requires telecommunications networks, more fiber optics, better services, technology, and a digital public policy focused on citizen security.
To connect the population, to deliver efficient public services and for everyone to exercise their fundamental rights, a state digital inclusion public policy is required.
The Constitution obliges all states to have their own digital inclusion policy with objectives, goals and actions aimed at guaranteeing access to the Internet.
All indicators of infrastructure, coverage, access to services, government digitization, technology adoption, e-commerce and the digital economy can improve quickly and substantially with a digital public policy.
Social and rights indicators such as access to education, health, culture or better public security can also improve with a planned adoption of technology for these purposes. But you have to do it now.
For the digital transformation, it is necessary to identify each one of the strategic productive sectors of each entity and add them to the state digital agenda and policy so that they adopt technologies, connect and digitize their productive processes.
All sectors such as primary agriculture or livestock, secondary or industrial and tertiary services such as trade or tourism are susceptible to digital transformation.
Any of these sectors and industries can improve their productivity and income levels if they adopt technologies and go digital. None is less important and each state has the potential to lead in its productive activities.
The entities of the Republic have been negligent and/or slow when it comes to generating well-being, prosperity and wealth through a digital public policy, transversal to all the daily, productive and governmental activities of each state.
The future is digital, connected to the Internet and ubiquitous. The six new governors and governors may be the first to understand and do it. Think of the world in 2027 and you will see that there is no choice but to be digital states.
