INM asked Marina to be in charge of Migration at the Cancun airport

Documents hacked from Sedena by the self-proclaimed Guacamaya group have shown that the militarization of migration has not only taken place along the country’s land borders, because according to communications, it has been the National Institute of Migration (INM) itself who it has relinquished control of some airports; situation that even generated conflicts between the heads of Sedena and Semar.

It was on June 2 of this year when through a letter addressed to the Secretary of the Navy, Admiral Rafael Ojeda, the head of the INM, Francisco Garduño Yáñez, requested that the Secretary of the Navy (Semar) replicate the management model of the migration implemented at the International Airport of Mexico City (AICM), at the Cancun International Airport. Later, the president himself would order the same for the Los Cabos airport, in Baja California Sur.

It should be noted that, since February of this year, on the instructions of President Andrés Manuel López Obrador, and as part of the Comprehensive Airport Security Strategy, Semar had collaborated with the INM in security tasks at the AICM, however, A few days ago it was made official that this unit will be in charge of the migratory control of this air terminal.

In the request leaked by Guacamaya, the head of the INM made such a request within the framework of the coordination mechanism between both agencies, both at the terrestrial level and at the International Airports, and which was ordered by the Mexican president.

The conflict

Leaked letters show how immigration control at the Cancun International Airport was a source of conflict between the Secretary of the Navy, Admiral Rafael Ojeda, and the Secretary of Defense, General Luis Crescencio Sandoval, after the Army denied access to this airport to naval elements.

In addition, he added that on June 16, the captain again appeared at the airport accompanied by a rear admiral, both dressed in civilian clothes, to meet with the airport administrator.

Likewise, the head of the Sedena indicated that said situation was commented on to President López Obrador, “who instructed me so that, of course, the necessary actions are carried out so that the Sedena assumes control of the security, migration and customs, of the Cancun and Los Cabos International Airports, BCS”.

General Luis Crescencio Sandoval expressed: “In this sense, I would appreciate it if personnel belonging to that Secretary of State (Semar) need to carry out work or any activity in facilities in charge of this dependency, coordinate in advance so that provide the facilities.”

In response, on June 22 of this year, the Secretary of the Navy, Admiral Rafael Ojeda, clarified that his agency has no interest in having control of airport security, since it would only be the issue of migration at the request of the INM.

At the same time, he maintained that his dependency does not seek protagonism or challenge in the matter.

“On the other hand, I understand that this secretariat (Sedena) has more human resources than Semar.

That is why (I) emphasize that this is not a question of numbers, but rather of coordination between institutions, always respecting our areas of competence and commissions, that either assign us the supreme command or request from governors or municipal presidents, never with the intention of seeking protagonism”, was underlined in the letter signed by the head of Semar.

Army commanders arrested for not filling civilian vacancies

Failure to fully comply with the recruitment of civilian personnel for the battalions has cost several Sedena commanders days of arrest, documents leaked by the Guacamaya group show.

“The failure to comply with the recruitment denotes indifference and lack of effective actions, little interest and little professionalism in the different levels of command that interfere in the recruitment of civilian personnel, a priority issue for the Supreme Commander of the Armed Forces,” he warns. an “extra-urgent” letter sent last May to various commanders of the brigades and battalions throughout the country.

Some examples of the “omissions” in the recruitment of civilian personnel that have caused commanders arrest sanctions are the lack of only 68 elements of the 390 that the 2/o battalion of the Military Police needed, as well as the lack of 56 and 74 people in the 3rd and 22nd battalions, who had already recruited 334 and 316 elements that were missing.

Likewise, some commanders who were warned only needed between nine and six places to fill.

According to the leaked document, while some commanders are congratulated “for keeping all their organic vacancies covered, which reflects willingness, responsibility, professionalism and interest in fulfilling the orders issued by superiors.”

Others have been ordered to impose “a disciplinary correction consisting of an arrest”, as indicated duly founded and motivated in the Military Laws and Regulations, “for not taking the necessary command actions that would allow the recruitment of civilian personnel to cover all of the its organic vacancies, reflecting little professionalism and lack of interest in fulfilling the orders issued by superiors; since, they are directly responsible for maintaining their full organic workforce”.
