SICT extends deadlines for its procedures and those of AFAC due to “force majeure”

The Secretariat of Infrastructure, Communications and Transportation (SICT) will suspend until December 31 the procedures and permits of the air sector and of motor transport.

After the agency registered a cyberattack last week, this Tuesday it reported that it would extend until the end of the year the validity of aeronautical and autotransprote licenses, as well as certificates of psychophysical aptitude and airworthiness.

“For reasons of force majeure, the terms and deadlines of this Secretariat and the Federal Civil Aviation Agency are extended as of today (November 1) and until December 31, 2022 (AFAC),” said the SICT in a statement without referring to the cybersecurity incident that occurred last week.

He explained that these deadlines and terms will apply to the procedures of the Federal Civil Aviation Agencypreventive medicine in transport, federal motor transport and civil aeronautics.

The SICT He said that the agreement disclosed by the Official Journal of the Federation (DOF) details that the days from October 24, 2022 to December 31, 2022 are considered non-business days for legal purposes.

In said period “the deadlines and terms for the reception of documents and reports, procedures, actions, proceedings, initiation, substantiation and resolution of administrative procedures and/or contentious procedures before federal and local jurisdictional bodies will not run.”

• Preventive medicine in transport

The practice of the comprehensive psychophysical examination is suspended and the legal effects of the psychophysical aptitude certificates are extended.

The procedures related to the issuance and renewal of the federal driver’s license, as well as the issuance of permits for federal motor transport, private transport and their auxiliary services, are suspended at the General Directorate of Federal Motor Transport and in the SICT Centers.

The validity of the federal auto transport federal licenses has also been extended, as well as the training certificates for federal auto transport drivers, for the same period.

Procedures related to authorizations, permits, programs, accreditations, issuance of licenses and capacity certificates issued or granted by the Federal Civil Aviation Agency are suspended.

“The holders of permits, licenses or certificates of capacity may continue to exercise their powers as aeronautical technical personnel even when their respective proof of psychophysical aptitude or comprehensive psychophysical examination is expired, having their legal effects extended for the period that indicates”.

The SICT clarified in the statement that the aforementioned procedures that have expired during the term of the agreement will be understood as extended until December 31 of this year.
