Without making much noise, the future of Mexico City (CDMX) is about to be defined, and if you have never questioned what the capital of the country will be like in 2035, this is the moment, because the way of transportation, the infrastructure, the natural areas, the workplaces, as well like the type and cost of housing, begins to take shape.
Last July, the capital’s government put the General Development Plan and the General Land Management Program (PGOT), two instruments that, if approved, will set the guidelines that will give function, shape and structure to the territory of the big city for the next couple of decades.
However, the initiatives have aroused concerns and concerns among specialists and members of the population. One of the main indications is that both projects were submitted for consultation at the same time and without the prior approval of a Territorial Planning Law.
“In other words, we are going to have a program without a corresponding law. If Congress approves it in this way, it would practically be legislating with violations of the Law and we all run the risk of being in legal uncertainty,” Armando Rosales, secretary of the Mexican Association of Urban Planners, explained in an interview.
And it is that the PGOT raises, among other things, general rules of management, such as the height of buildings, number of parking lots, promotion of social housing, collection of rights and regulation of the real estate market.
“The risk is that by not having enough legal framework to support it, real estate developers and interest groups that have exploited this city, could obtain protection and resort to administrative channels that prevent the application of these new regulations in the projects”, added the specialist.
Point out irregularities and lack of dissemination

“So far, it has been covered up, which makes it more dangerous, knowing that the intentions of the local government are from 2020. I think we should be concerned, because they are risking assets and investments in real estate,” Sobrino warned. .
Rosales pointed out that the public has until the beginning of January 2023 to express their opinion before the instruments are approved.
“It is very important to demand that Congress take care of the process, that the new Territorial Planning Law for the Mexico Cityand that they do not leave gaps or contradictions that could lend themselves to acts of speculation towards real estate corruption in the capital”, concluded Armando Rosales.
