The PAN, PRI and PRD benches in the Chamber of Deputies announced the resurgence of the Va por México alliance, to vote against the electoral reform proposed by President Andrés Manuel López Obrador, as well as to defend the renewal process of four electoral advisors and give battle in the elections of the State of Mexico and Coahuila.
Arguing that the presidential initiative in electoral matters violates the autonomy of the INE and the Electoral Tribunal of the Federal Judiciary (TEPJF), the parliamentary coordinators of these benches headed by Jorge Romero (PAN), Rubén Moreira (PRI) and Luis Espinosa Cházaro (PRD), announced the reunion of the Va por México coalition.
The foregoing occurs after the coordinator of Morena, Ignacio Mier, issued an ultimatum to the opposition, so that by November 23 there will be a consensus electoral reform initiative, since otherwise, his parliamentary group will dictate, by majority, the proposal of the federal Executive and in case of being rejected, will present a plan “b” of secondary reforms.
Resurgence
In a joint press conference, Jorge Romero Herrera, coordinator of the PAN, said that “it is a reunion, if you allow me that word, of the parliamentary coalition Va por México (…) There will be no constitutional reform in electoral matters, at least not on this occasion, because it revolves around recognizing, I insist, that we have to take care of our electoral referees, as the people ask us to do”.
At the same time, they rejected the existence of a negotiation regarding a package of secondary laws, since they are not yet aware of them.
Likewise, they announced the reunion of the Va por México coalition and that they will walk together in the renewal process of the four electoral advisers whose constitutional term ends next year, where they asserted that it would be a mistake by Morena, if as a political revenge if he did not achieve electoral reform, he would try to impose them.
For his part, the PRI leader, Rubén Moreira Valdez, indicated that his bench will vote together with the PAN and the PRD against the political-electoral reform of the president, since it damages the INE and the federal and state electoral courts.
He explained that for several weeks the three parliamentary groups have addressed the initiative sent by the federal Executive and respond by consensus that they do not agree.
In addition, he said, there is a working group to analyze the issue and there has been no progress, much less in the commissions that are responsible for ruling. “There is no opinion, there are no dates and the much-mentioned working group has not met, much less the commissions.”
Dialogue
Likewise, he maintained that the dialogue in the Va por México coalition has never been broken; It is normal that in a place where there are legislative processes, there are differences, since the parties have different histories and ideologies, but also many coincidences.
For his part, deputy Luis Espinosa Cházaro, coordinator of the PRD Parliamentary Group, assured that his bench will vote against the president’s electoral reform and the constitutional modifications presented by Morena that go against the democratic life of the country, which for more than 30 years his party has defended.
“We will walk together to reject any constitutional reform that harms the Nation, I mean in electoral matters and we will also walk together to seek democratic mechanisms for the appointment of the elections of the councilors that will come next year,” he commented.
Likewise, he celebrated that the coordinators of the PAN, PRI and PRD can be present and that in difficult moments there has always been dialogue and respect.
No signed commitments
Espinosa Cházaro stressed that there is a future for the Va Por México coalition in the electoral sphere and made it clear that a signed document is not necessary for this agreement.
He emphasized that “the public commitment on the part of the three parties does not require it” and the proof is that the coordinators are showing their faces to comply with the mandate that the citizens gave last Sunday, and defend the National Electoral Institute.
Consulted about the march called by President Andrés Manuel López Obrador, on November 27, the parliamentary leaders agreed that it is a reaction to the mobilization last Sunday, in defense of the INE, but they have every right to demonstrate .
What could be changed in secondary law
Electronic Voting
The Constitution mentions in Article 41 that the renewal of Legislative and Executive powers will be carried out through free, authentic and periodic elections. But it does not mention that this procedure must be done in a specific format. The initiative proposes that information technologies be used to facilitate citizen participation.
administrative operation
Article 41 of the Constitution establishes that the INE must have a General Council with a president, 10 electoral advisers, advisers of the legislative power, representatives of political parties and an executive secretary; but it does not mention the technical units and the delegation and surveillance bodies of each entity, so they could be modified.
inspection
The Constitution establishes that the secondary law will establish the forms of control in matters such as the income and expenses of the parties and candidates. AMLO’s proposal seeks to repeal these powers to the INE.
