Jamaica has announced a new “Local First” policy designed to establish the nation as a premier luxury tourism hub while ensuring that economic benefits are shared directly with its citizens. The initiative mandates that new tourism developers partner with local communities, aligning major investments with grassroots development.
Tourism Minister Edmund Bartlett stated that the policy supports Jamaica’s push to attract premium, eco-sustainable tourism investments that are integrated with community growth. This strategy aims to create a continuous flow of revenue from the tourism sector into local development projects.
The new focus has already attracted significant capital. In the last quarter alone, groundbreaking ceremonies were held for tourism projects valued in the billions of dollars, with discussions underway for two additional major investments. These developments are intended to elevate the island’s luxury travel offerings and solidify its position as a top-tier destination.
A key example of this policy in action is the Vista Montego Bay Resort, a $100 million mixed-use development on Jimmy Cliff Boulevard. The project, led by local Jamaican professionals and managers, will feature a luxury resort, residences, restaurants, and retail outlets. The first phase is complete, with construction now beginning on the second. Once finished, the development will add 468 rooms across three towers, becoming a landmark in Montego Bay.
The “Local First” policy is central to the government’s vision for a sustainable and inclusive tourism industry. By requiring partnerships with local entities, the initiative ensures that large-scale projects create jobs, source goods and services from local suppliers, and strengthen the national economy.
