President Andres Manuel Lopez Obrador informed that tomorrow, Tuesday, he will send to the Chamber of Deputies the initiative to reform the Electoral Lawknown as “Plan B”, due to the fact that there are not enough votes to have his Electoral Reform proposal approved.
To approve the changes, the ruling party and its allies require two-thirds of the votes in both houses of Congress. However, the opposition has said it would not support the reform. Modifications to the electoral law do not require a qualified majority.
In the past, López Obrador chose to modify secondary laws because he did not have the necessary two-thirds to modify the Constitution, as in September, when the National Guard, a militarized police force, passed into the hands of the Defense Secretariat.
