The inspirational theme for this installment is the recent publication of the National Civil Protection Program (PNPC) 2022 – 2024. And from a corresponding journalistic report, I find out and refer to an organization called the National Center for Disaster Prevention (Cenapred) . But, from the very statistical information issued by that entity, it seems that it does little honor to its supposed preventive mission. According to reports from Cenapred itself, from 2000 to 2020 economic losses caused by disasters reached more than 576 million pesos, caused 10,627 deaths and damaged 1.8 million homes and more than 41,000 schools.
By all indications, the recent PNPC 2022-2024 was much more biased towards diagnosis than towards prevention and sanitation. Regarding diagnosis, the corresponding document explains that among the country’s main weaknesses are the lack of protection plans at the municipal and state levels, insufficient territorial planning, lack of risk analysis for infrastructure works, obsolete regulatory frameworks and a very weak system of sanctions for breaches of provisions. The document also talks about the vulnerability of human settlements in the national territory in the face of disaster risks that arise from natural phenomena and disorderly growth.
Textually, the program refers to Mexico’s vulnerability to the possibility of disasters “as it is one of the countries with the largest territorial extension and the eleventh most populous in the world…” And the vulnerability of the country due to the possibility of disasters finds its origin in three factors: “the danger of occurrence of phenomena of a diverse nature”, the proliferation of “human settlements in risk areas” and the existence of “non-resilient public and private infrastructure”.
But in the face of such a broad and well-founded part of the diagnosis, insufficient proactive foundation is noted in the PNPC 2022 – 2024. In other words, in his own words, a greater “inclination towards reactive measures over preventive actions”. In its political or administrative aspect, in the program its editors were concerned with justifying the disappearance of the National Fund for Natural Disasters (Fonden) and it is about supporting the thesis in favor of a specific budgetary program. And the document also talks about “consolidating a national alert system and professionalizing the personnel responsible for civil protection”, but up to that point…
