Peru safeguards energy assets

In view of the violent demonstrations in various regions of Peru, the Ministry of Energy and Mines (Minem) indicated that, since December 12, 2022, the respective coordination was carried out with the Armed Forces and the Peruvian National Police, in order to safeguard critical national assets (ACN) throughout the country.

He argued that, through letters addressed to the Ministries of the Interior and Defense, it was requested that security and protection be provided to the Minem facilities at the national level, since, if they suffer any type of damage, due to the social upheaval that the country is experiencing , would seriously affect the main economic and basic activities, such as electricity generation and gas supply nationwide.

Critical national assets include the Mantaro hydropower complex, the North Peruvian pipeline, the Talara Refinery and its sales plant, the Chilca thermoelectric node, the Callao hydrocarbon supply plant, the natural gas and liquid transportation system of natural gas Cusco – Ica – Lima, the Conchán Refinery, the southern thermoelectric node, among others.

The Minem also indicated that it issued Ministerial Resolution No. 430-2022-Minem/DM and Directorial Resolution No. 411-2022-Minem/DGH, which declares the natural gas supply system in emergency in order to guarantee the demand of the domestic market, due to the inoperability of the gas compression plant in Kepashiato (Cusco), which was taken over by protesters.

Additionally, he reported that, with the progressive release of access roads that are blocked, the transportation and supply of fuels is being normalized on a regular basis in all cities; in accordance with the provisions of Supreme Decree No. 143-2022-PCM, which declares a state of emergency nationwide.
