Segob reveals that Calderón and Peña Nieto expelled 17 foreigners from the country

The federal Executive will promote a modification to the draft of the regulatory law, of Article 33 of the Constitution, with the objective of eliminating the power of the National Institute of Migration (INM) to expel foreigners for political expressions.

“The Constitution requires that a law be made to regulate Article 33 of the Constitution. This initiative was presented five years ago in the Senate of the Republic, was approved and is currently in the Chamber of Deputies.

“We have already consulted the Commission on the Interior and Constitutional Points, and we are going to present an opinion to modify the draft and the National Institute of Migration does not have powers, it can no longer be used as a pretext to deport or expel via fast track to someone.

“And a legal procedure will be established that will be regulated by the Ministry of the Interior and that guarantees foreigners the right to a prior hearing,” said the Secretary of the Interior, Adán Augusto López.

The secretary added, in yesterday’s presidential conference, that the expulsion of foreigners has been used discretionally and, on many occasions, in fast track.

Cases

According to data compiled by the Ministry of the Interior, 17 foreigners were expelled from the country between the terms of Felipe Calderón and Enrique Peña Nieto, between 2006 and 2018.

With Calderón, 13 people were expelled, which is equivalent to 76.5% of the total cases. For his part, during Peña Nieto’s six-year term there were four, representing 23.5% of the total.

In the mandate of Peña Nieto, the then ambassador of North Korea, Kim Hyong Gil, was expelled for expressing support for his country for the nuclear tests.

Also Alfredo Bonnano, Italian promoter of anarchist movements at UNAM. As well as Juan Jesús Narváez Goñi and Iciar Alberdi Uranga, of Spanish origin who had ties to the ETA (Euskadi Askatasuna), a guerrilla that sought the independence of the Basque Country from Spain through terrorist acts and illegal actions such as kidnappings.
