Creates federal Security Secretariat commission for intentional homicides

Derived from the high homicide rates in the country, the Secretary of Security and Citizen Protection (SSPC) created this Thursday the Commission for Attention to the Crime of Intentional Homicide (Conaho), with which it seeks to attend and prevent the consequences that it generates. the commission of this crime in family nuclei and in the general population.

According to the agreement published in the Official Gazette of the Federation (DOF), the SSPC proposes the creation of CONAHO given the high numbers of murders, which until last November totaled more than 28,000 in 2022 in Mexico, as well as the consequences caused to the core family and the violation of the right to life, which according to dependency, “is not any affectation but the deprivation of one of the fundamental human rights, the right to life, which cannot be suspended in any case or circumstance”.

“Therefore, it is necessary to develop a strategy with general objectives to combat impunity in intentional homicide; generate intelligence that contributes to investigations, criminal prosecutions and prosecution of cases; establish an interdisciplinary and highly specialized instance that concentrates efforts on the investigation of intentional homicides, ”he explained.

Targeted Programs

Likewise, it will seek to develop action programs in states and municipalities with the highest incidence of intentional homicides and reinforce the action plans already in progress; reduce the behavior of the numbers of victims of intentional homicide; Generate a database with social intelligence on aspects that generate violence.

In addition to “reconstructing the social fabric; address the crime of intentional homicide specifically with interdisciplinary teams that allow coordination between the Instances of the three levels of government to improve the investigation capacity; monitor and increase the judicial capacity of the investigation folders that are initiated for intentional homicide and feminicide ”, indicates the decree published this Thursday.

In this context, the Secretariat also recalled that it is the responsibility of the prosecutor’s offices and local police corporations to investigate intentional homicide, and in specific cases or cases of national impact, the Attorney General’s Office of the Republic may carry out investigations and prosecution processes, as in the Organized Crime case.

On the other hand, it was indicated that the Conaho, which will be the precedent for the possible creation of the National Antihomicide Coordination, will integrate personnel from the Violence and Crime Prevention Unit; the General Unit for Legal Affairs and Transparency; of the Police, Penitentiary and Private Security Policy Unit, among others.
