Chamber of Deputies approves “3 of 3 against violence”

With the resistance of some deputies of the PT, the plenary session of the Chamber of Deputies endorsed the so-called “3 of 3 against violence”, to suspend the rights to hold office, employment or public service commission to aggressors, with a final sentence, as well as those debtors of alimony.

The opinion, approved with 455 votes in favor, 0 against and 25 abstentions, which reforms and adds articles 38 and 102 of the Political Constitution of the United Mexican States, passed to the Senate of the Republic, for its constitutional effects.

This new norm establishes that citizens who have a final sentence for the intentional commission of crimes against life and bodily integrity; against sexual freedom and security, normal psychosexual development; due to family violence, equated family or domestic violence, violation of sexual intimacy.

For political violence against women based on gender, in any of its modalities and types and for being declared as a delinquent food debtor, you cannot be registered as a candidate for any position of popular election, nor be appointed to employment, position or commission in public service.

For the former, the law will establish the cases in which they are lost, and the others in which the rights of the citizen are suspended, and the way to carry out the rehabilitation.

During the discussion of this opinion, promoted by deputies from all the political parties of San Lázaro through a Plural Group, the deputy Aleida Alavez Ruiz (Morena) clarified that the objective of this plural initiative is to advance the rights of women and of his daughters and sons, since, he said, “it is not possible or even imaginable to think that the same person who raped, sexually assaulted, attacked a woman or failed to comply with his food obligation with his family is a participant in decision-making or of the operations in the institutions of this country”.

“The message is zero tolerance for gender violence… We clarify that this reform is not punitive or violates anyone’s rights, since it only limits access to public office and power to those who are sanctioned with a final sentence.

This is a very clear social message, no aggressor person will have a place or space in this or in any other government. No aggressor or delinquent food debtor will be able to receive income from the public treasury, because our taxes cannot be used to cover the expenses of those who threaten the integrity and lives of women and children, ”she stressed.

It should be noted that moments before, the deputy Gerardo Fernández Noroña (PT) presented a suspensive motion to ensure that this opinion, like the measures that have been taken previously “have not moved an millimeter violence against women, not They have not helped at all in generating more awareness, eradicating, generating equal conditions”.

The PT deputy considered that this reform serves only a sector of the population but not the people, since, he said, women will continue to be victims of this violence. In addition to emphasizing that it violates human rights “that are put in a single bag and in the same sack conducts of the most diverse and with the most different levels of seriousness.”

Therefore, he asked to withdraw the opinion for discussion. “This initiative is not going to move one millimeter in violence against women… They will continue to be victims of that violence. And yes, it will be used perversely, as it has been used to date, to get compañeros and compañeras out of all political activity, ”he stressed.

Meanwhile, for the same bench, the deputy Lilia Aguilar Gil, highlighted that this reform is advanced and the fact that aggressors do not reach public spaces, for which she questioned those who are against the reform out of fear and ignorance , since he reiterated that the fact that the violators do not reach public spaces implies progress in respect for women’s rights.
