From January 1, 2014 to December 31, 2022, the National Electoral Institute (INE) removed from the Electoral Roll and Nominal List 5 million 650,401 records of deceased citizens.
It should be noted that, in accordance with article 154, paragraph 2 of the General Law of Electoral Institutions and Procedures (LGIPE), the public servants of the Civil Registry must inform the Institute of the deaths of citizens within 10 days following the date of issuance of the respective certificate.
As a result of the application of the Death Loss Program, of the records that were fully identified in the office or field, the Operations Directorate of the Documentation Computing and Safeguarding Center (CECyRD) is requested to affect the Electoral Roll database by death.
“As a result of the application of the Death Reduction Program, during the period from January 1, 2014 to December 31, 2022, a total of 5,650,401 records of deceased citizens were removed from the Electoral Roll and Nominal List,” indicated the INE in its Institutional Management Report 2014-2023.
He explained that, in addition, derived from the receipt of notices to the public, formulated through INETEL, representatives of political parties, in offices of the Federal Register of Voters and during field operations carried out by the Institute, from the 1st of January 2014 to February 28, 2023, 98,250 records were excluded from the Electoral Roll.
Withdrawal due to loss of citizenship or renunciation of nationality
In the document, the INE recalled that it would also identify in the Electoral Register or historical registration of casualties, the records of the citizenship that was notified to the Institute by the Ministry of Foreign Affairs, for having lost citizenship or renounced Mexican nationality by naturalization, to exclude them from this registry instrument.
“In this context, in the period from January 1, 2014 to December 31, 2022, 26 records were removed from the Electoral Roll,” he mentioned.
Suspension of political rights
The INE makes the suspension of political-electoral rights based on a court order, which considers the processing, analysis and exclusion from the Electoral Roll when the individual is a fugitive from justice when an arrest warrant is issued against him.
“As a result of the application of the Cancellation Program for Suspension of political-electoral rights, during the period from January 1, 2014 to February 28, 2023, a total of 199,027 records of the Nominal List were removed from the citizenship suspended in their political-electoral rights, ”he explained.
