Among the members of the International Court of Justice who are considering the case brought by South Africa against Israel in early January 2024, there are 3 Arab judges, namely the Moroccan Muhammad Bennouna, the Lebanese Nawaf Salam, and the Somali Abdul Qawi Yusuf, all of whom are experts in international law and have previously held diplomatic and political positions. The International Court of Justice consists of 15 judges for a term of 9 years, elected by the United Nations General Assembly and the Security Council. These two devices vote simultaneously but separately from each other.
The court does not include more than one judge of the same nationality. Elections are held every 3 years to choose a third of the seats, and outgoing members may be re-elected. The members of the court do not represent their governments, but are independent judges.
Below is a brief introduction to the three Arab judges who are members of the International Court of Justice, before which South Africa, at the beginning of January 2024, brought a case against Israel on charges of war crimes and genocide.
Moroccan judge Mohamed Bennouna
- He was born on April 29, 1943 in the city of Marrakesh in southern Morocco.

- He was born on December 15, 1953.
- His grandfather is “Abu Ali” Salim Salam, one of Lebanon’s notables and politicians, and the founder of the “Reform Movement in Beirut.”

- Bachelor’s Degree in Law from the Lebanese University in Beirut.
