Baghdad- American strikes are imposed on force headquarters The popular crowd In Iraq, there are new scenarios in the form of the relationship between the governments of Baghdad and Washington and the importance of drawing it up again according to the internal changes in Iraq.
These strikes came after the Islamic Resistance in Iraq, since the start of the Israeli aggression on Gaza last October, targeted many American bases in Iraq and Syria as a result of its support for Israel in its war on Gaza.
Last Thursday, the headquarters of the 12th Brigade of the Popular Mobilization Forces in the Palestine Street area in the Iraqi capital, Baghdad, was subjected to an air strike that resulted in the death of the Deputy Commander of Baghdad Belt Operations in the Popular Mobilization Forces, the commander of the 12th Brigade in the Mobilization Forces, Mushtaq Talib al-Saidi “Abu Taqwa,” and his assistant, as well as Infecting others.
The Iraqi authorities held the international coalition forces responsible for this “unprovoked attack on an Iraqi security body operating in accordance with the powers granted to it by the Commander-in-Chief of the Armed Forces.” She warned that “the matter undermines all understandings between the Iraqi armed forces and the international coalition forces.”
But the US Department of Defense claimed that the person who was killed in Iraq was involved in planning and carrying out attacks against Americans.
American attacks
In this context, the Victory Coalition, one of the formations of the coordination framework that is the main component of the state coalition, from which emerged the current Iraqi government headed by Muhammad Shiaa al-Sudani, revealed that the recent American attacks on a number of the headquarters of the Popular Mobilization Forces are a flagrant violation of Iraq’s sovereignty.
Al-Nasr Coalition spokesman, Aqeel Al-Rudaini, said in a statement to Al Jazeera Net that Washington has violated all international laws and conventions. He pointed out that major attacks and violations were repeated on a number of the headquarters of the Popular Mobilization Forces and the Federal Police, resulting in dozens of martyrs and wounded.
The spokesman warned of the presence of large protests against the unjustified attacks and violations carried out by the US administration, stressing that the government today is determined to have real dialogue sessions regarding what is happening.
Al-Rudaini expressed his hope that the bilateral committee between Iraq and the United States, whose mission was to remove American forces from Iraq, would be activated. But, at the same time, he said, “These matters are not that easy, and we need more time and communication in order to get out of the major crisis that is occurring now between the United States and the Iraqi armed forces.”
The Iraqi Prime Minister was Muhammad Shiaa Al-SudaniLast Friday, he confirmed his government's firm position of ending the presence of international coalition forces after its justifications in Mesopotamia had ended.
The Iraqi-American agreement
In this context, the political analyst and legal expert, Khaled Al-Ardawi, says, “As long as the agreement is in force, it is binding on its parties, and the cancellation of international agreements is governed by many circumstances and facts, and sometimes some agreements are canceled unilaterally, but this harms the state’s image in terms of its reputation and credibility.” In international relations.
Al-Ardawi confirmed to Al-Jazeera Net that all agreements are not supportive for life, but rather there are provisions that control the mechanism for invalidating them, and this also applies to the strategic framework agreement between Baghdad and Washington. He believed that it would be better for Iraq to make the annulment consistent with its provisions in the agreement.
Al-Ardawi considered that the recent bombing of the Popular Mobilization Forces’ headquarters was a clear American message to Baghdad that it will not hesitate to defend its interests when exposed to danger from any party, and that it must play its role in protecting Washington’s interests and not exposing them to danger.
It is believed that it is also an indication of the weakness of the government's strength and the possibility that it is heading towards an unfavorable phase in its relationship with Washington.
In turn, legal expert Ali Al-Tamimi explains that the first agreement between Iraq and America was in 2008 and stipulated the withdrawal of American forces on January 1, 2011. The withdrawal actually took place, and it was called the “Sofa” agreement, and it was not renewed.
The second agreement was in 2008; It is a cooperation agreement in all technical, economic, and security fields. It did not stipulate the presence of American forces. Rather, Article 27 of it allowed the agreement to be unilaterally canceled after one year of notification.
He continued in his interview with Al Jazeera Net, that after the ISIS attack, Iraq officially requested assistance from America after the issuance of Security Council Resolution (2170), which placed the organization under Chapter Seven of the United Nations Charter, so the coalition forces came for the purpose of air support, training, and assistance at the request of the Al-Abadi government at the Paris conference. .
He revealed that there is no new agreement regarding the presence of foreign forces or the bases, which were said to be 9, and the Iraqi government has the right to request their removal after Parliament votes.

The impact of tensions internally
For his part, the security and strategic expert, Imad Alo, said that these strikes are outside the mandate given to the presence of these forces, indicating that the main issue at this point is respect for Iraqi sovereignty, and for the Iraqi government to be responsible for any military activities carried out by the coalition forces, and in which they participate. With the Iraqi armed forces through joint operations.
He continued, speaking to Al Jazeera Net, that the Iraqi government can cancel this mandate through the United Nations, and that Sudanese is the only one who has the authority to make decisions of a security nature that relate to the security, interest and stability of Iraq, indicating that any security tensions affect the Iraqi interior.
