Antonio Martínez Dagnino, new head of the SAT, has “all the experience”: IMCP

The Mexican Institute of Public Accountants (IMCP) rated Antonio Martinez Dagninowho is the new head of the Tax Administration Service (SAT), as a person who has all the experience since he previously worked as General Administrator of Large Taxpayers.

“It should be noted that he is a person who has all the experience. Large taxpayers have made self-corrections and have been updated on collection issues,” he commented. Laura Grajeda Trejopresident of the IMCP, at a press conference.

The latest data reported by the SAT, cut to October, details that collection from large taxpayers represented 56% (1.7 trillion pesos) of total tax revenue (3.1 trillion pesos).

Grajeda Trejo’s statement was given one day after the ratification of the appointment of Martínez Dagnino, and three other general administrators of the SAT, in plenary session of the Chamber of Deputies.

Antonio Martínez is one of the creators of the Master Plan for large taxpayerswhich consists of five axes, and allows to increase the collection to said sector, through the improvement in the examination process, in a framework of legality, legal certainty and openness to dialogue with the taxpayer, according to the SAT.

To express question, Hector Amayageneral vice president of the IMCP, commented that the area of ​​opportunity for the Master Plan, for 2023, is clear and is to continue with the great audit work of large taxpayers.

SAT data reveal that the amount of collection from large taxpayers, through audits, has been 158.793 million pesos at the end of October.

Likewise, through audits of large taxpayers from 2013 to 2018, 501,133 million pesos were collected. However, the amount has been exceeded by almost 10% in the current administration. by registering 679,511 million pesos in 3 years and 10 months.

The fiscal authority plans to collect 4.6 trillion pesos, which means an annual increase of 9.9% in real terms. Given this, Grajeda Trejo commented that the SAT will continue with the strategy of sending invitation letters to taxpayers to be up to date with tax payments in the event of any anomaly.

The union representative commented that they are still seeking a rapprochement with Martínez Dagnino to generate communication bridges with technical approaches and that indicate an improvement for all taxpayers such as administrative simplification.

“We have been listening to administrative simplification for 30 years and well, it is complex to comply with tax obligations,” he said.

Be careful with the bonus

At the same time, the IMCP reminded the workers that the payment of the Christmas bonus, by their employers, must be made before December 20 and cannot be substituted with payments in kind.

“It is not susceptible to liquidation in kind, therefore, the Christmas bonus must be paid in legal tender and cannot be replaced by merchandise. This is an independent right from the other benefits, so the employer can in no case argue financial difficulties or lack of profits for not paying it or reducing its amount”, said Grajeda.
