ASF finds irregularities in the modernization of the Cancun-Tulum highway

As found by the ASFInsufficient planning and scheduling of the work was observed because payments were made for the construction of a provisional highway that was not completed; as well as, differences between the amount reported as exercised in the project against the supporting documentation related to internal records without accrediting, where appropriate, the corresponding budget adjustments.

In addition, “two service contracts, supervision and preparation of the executive project, were awarded based on article 42 of the Law on Public Works Related Services, due to circumstances that were not updated for the execution of the contracted services ; nor was it documented that the technical opinions met the requirements established in the applicable regulations”, according to the Individual Report on the Results of the Superior Audit of the Public Account 2021.

“Regarding the cost of the work, improper payments of 1,229.6 thousand pesos were observed, since it was not documented that the paid personnel carried out the activities indicated in the terms of reference of the contract,” the document added.

In addition to this, the ASF found irregularities of the government of Víctor Mas at the head of the Tulum city hall corresponding to the period of 2021.

According to the document, the inspection carried out on the municipality of Tulum “It focused on the management and execution of the resources transferred by way of federal participations, which amounted to an amount of 115,553.9 thousand pesos; which is equivalent to a representativeness of 100% of the Federal Participations transferred to the municipality, of which the destination, orientation, or exercise of the expense was not identified.
