Baja California Sur y Queretaro were the most favored entities in terms of paid participations and scheduled participations in the first quarter of this year, indicated the Public Finance Study Center through analysis.
According to the published document, when comparing the resources paid through federal participations, against those scheduled for March 2023, Baja California Sur (11.0%) and Querétaro (0.2%) were the only states with the highest resources to which scheduled.
For Baja California Sur, 2,154.7 million pesos of participations were scheduled and 2,391.3 million were paid, while for Querétaro they were 6,125.4 million against 6,135.8 million.
In addition, when comparing the paid participations of the first quarter of 2023 against the participations of the same period, but of 2022, Baja California Sur was also one of the two states with the highest growth, with 12.3%; it went from 1,981.0 to 2,391.3 million pesos.
“Campeche and Baja California Sur presented a real increase of 12.8 and 12.3%, respectively. The increase in total participations in relation to 2022 is the result, fundamentally, of the greater participatory federal collection in the first quarter of 2023 compared to what was collected in the same period of the previous year (988,249.4 million pesos), with the amount actually collected being 1 billion,” the post read.
It should be noted that Campeche went from 2,370.4 million pesos in participations paid in January-March 2022 to 2,875.3 million in the first quarter of 2023.
The increase in resources in these states, when comparing 2022 and 2023, occurs in a context where only five other entities presented increases, there are Yucatán, Tlaxcala, Tabasco, Quintana Roo and Durango; while the rest of the states concentrated falls.

Jointly, when analyzing the payments via participations and contributions with respect to the schedule made as of March 2023, all the entities presented a decrease in their resources.
The most representative case is Mexico City, as it decreased 10.7% in real terms, a figure that in nominal terms represents a drop of 5,147.4 million pesos. The entity that had the smallest decrease in the period was Baja California Sur, with only 55.5 million pesos less than what was programmed.
