China gains ground in public transport park in CDMX

The Government of Mexico City, through the Electric Transport Service (STE), on Tuesday awarded a new contract to the Chinese company Yutong México (now worth 1,411.8 million pesos), for the sale of 102 articulated trolleybuses that they will be used on the Chalco-Santa Marta Acatitla route (deliveries will be in August and September 2023).

The proposal of the only competitor in the federal tender, Hidromex, which has a partnership with the Chinese company Zhongtong Bus, was for 1,312.8 million pesos and was rejected due to non-compliance with legal and administrative documentation (including the manifesto of ties with public servants). .

During the current administration, Yutong has sold buses, trolleybuses and the first articulated trolleybuses that circulate on its roads to CDMX, with which it has added contracts for more than 2.7 billion pesos.

For its part, the Hidromex-Zhongtong duo also has articulated trolleybuses in circulation in the capital on a concessioned route (in October 2021, the STE wrote on Twitter: To provide you with more and better electric mobility, we received a Zhongtong Bus trolleybus unit… on loan).

In the ruling ceremony of the new tender, held this Tuesday at the agency’s facilities, it was stated that the disqualified company saved its rights to proceed with the non-conformity that the law assists, for which it has six business days ( the corresponding instance is the Ministry of Public Function, SFP).

For the time being, the STE agreed with the representative of the Yutong company that the contract must be signed this Thursday, December 15, upon presentation of various documentation.

The Chalco-Santa Marta project is a priority for the federal government, therefore, last June the coordination agreement on the reallocation of resources between the Secretariat of Infrastructure, Communications and Transportation (SICT) and Mexico City for the Program: Integrated Transportation System of the Eastern Zone of the Valley of Mexico, with an amount of 4,393.2 million pesos.

At the beginning of December, El Economista published that the Government of Mexico City was seeking to carry out an international tender in 15 days for the purchase of trolleybuses with an investment of between 1,411.8 and 1,600.0 million pesos.

In this rush, the STE team had five days to analyze and evaluate the information provided by the two companies (Yutong México delivered 1,809 sheets and Hidromex 3,974) on Friday, December 9.

The Mexican Institute of Technical Audit, appointed by the SFP and represented by Sergio G. González and David Ledesma, participated as a social witness in the bidding process, who signed the ruling document published this Tuesday night

On behalf of the STE, the document was signed by, among others: the executive director of Administration and Finance, Jorge Sosa, the manager of Material Resources and Supply, Juan Carlos González, and the head of the Internal Control Body, Fernando Villareal.
