Hoteliers currently retain 30% of a Measurement and Update Unit (ONE), that is, 28.8 pesos per occupied room/night.
The increase approved last week by the Benito Juárez council raises the collection percentage to 70% of a UMA, that is, from 2023 tourists would have to pay 67.42 pesos per room/night occupied during their stay, that is, an increase of more than 100% in percentage terms.
Bernardo Cueto Riestra, Secretary of State Tourism, dismissed the objections of Cancun hoteliers regarding the increase approved by the city council.
While the hoteliers have argued that a payment of more than double what tourists are already paying per room/occupied night will generate competitive disadvantages compared to the rest of the countries in the Caribbean region, Cueto Riestra considered that “what they charge in other destinations” must be carefully analyzed. Jesús Almaguer, president of the Cancun, Puerto Morelos and Isla Mujeres Hotel Association, said last week, after approving the increase, that they could even resort to amparo if the increase is ratified by the state Congress.

Antecedent
The charge for the right to environmental sanitation was approved in the state Congress for Cancun in December 2018 at the initiative of local deputies despite the fact that this point had been eliminated from the 2019 fiscal package of the Benito Juárez city council due to pressure from hoteliers, who They even threatened to protect themselves against this new charge for international tourists.
As of March 2019, all tourists staying at a hotel in Cancun must pay 30% of one UMA per room/night occupied during their entire stay at the destination.
This same charge began to be applied a year earlier in Solidaridad and currently all the tourist municipalities in the state also charge it.
As of 2022, said charge increased 7%, that is, in the same proportion that the Measurement and Measurement Unit increased, which is where the environmental sanitation charge is assessed.
