The Political Coordination Board (Jucopo) of the Chamber of Deputies will determine until next Monday, January 2, the scope of the sentence of the Electoral Tribunal of the Judiciary of the Federation (TEPJF) ordered to modify the selection process of the members of the General Council of the National Electoral Institute (INE), because the agreement contained unconstitutional acts.
It was announced that the parliamentary coordinators of San Lázaro asked the General Directorate of Legal Affairs for a report on the sentence of the Superior Chamber of the TEPJFin relation to the revocation of the agreement issued by the Chamber of Deputies on the process for the appointment of the Technical Evaluation Committee and the call for the election of electoral advisers of the General Council of the INE.
The sentence of TEPJF established that the Technical Evaluation Committee should not render partial reports to the Political Coordination Board of the Lower House, in addition to the fact that the proposals for the presidency of the INE and those of the other directors, as well as establishing differentiated rules for both cases.
However, after the General Directorate of Legal Affairs will analyze the case, it reported that the TEPJF it lacks the power to revoke an agreement of the Chamber of Deputies and considered that some of these resolutions are unfounded and may be contrary to the Constitution and the law.
However, it was anticipated that the parliamentary leaders, recognizing that the sentence is final and unassailable, agreed to issue a new agreement that addresses the sentence to propose that it be approved by the plenary in the next regular session.
Although it was stressed that this would not prevent the Jucopo proceed with the appointment of Technical Evaluation Committee and the other stages of the call that were not challenged. While they agreed to issue a pronouncement for the alleged undue interference of the Superior Chamber of the TEPJF against the Chamber of Deputies,
The president of the Political Coordination Board, Ignacio Mier Velazco (Morena), said that the determination will be voted on in session on January 2, prior to a prudent analysis.
“We unanimously ask the Legal Affairs Department to study the file, we are going to prudently wait for the analysis and we will not make hasty decisions like they did, in a private session, from one day to the next, with only four of the seven members in their pajamas, suddenly,” he pointed out.
Likewise, it considered that it is not necessary to open an extraordinary period to address this issue, which can be worked on in the first session of February 2023, derived from the review that becomes legal, since the decision of the Plenary that was unanimously on the call.
The also coordinator of the Morenista bench in the Chamber of Deputies said that in a meticulous and punctual first approximation, irregularities are noticed in the process; For this reason, “there will be an assessment that allows us to be certain and not commit the imprudence that a group of members of the Federal Electoral Tribunal has been committing repeatedly.”
Candidates for the Technical Evaluation Committee
Mier said that before January 4 they will announce the names of the candidates proposed by the institutions; however, she announced that the National Human Rights Commission (CNDH) decided to change his candidate and proposed the researcher of the National Council of Science and Technology (Conacyt), Araceli Mondragón González, instead of María del Socorro Puga Luévano, who was criticized because she lacks knowledge on electoral matters, is a member of Morena and claims to be certified in “laughter yoga”.
In this context, it should be noted that the Jucopo of the Chamber of Deputies is expected to also analyze the proposal of the Henna to the Technical Evaluation Committee of Dr. Sergio López Ayllón, when pointing out that he does not meet the requirements for the position, considering that he has issued opinions in favor of the INE, as well as for having promoted the march of last November 13.
Mier Velazco added that next Monday the Technical Committee will make the corresponding revisions to the candidates of the National Institute of Transparency, Access to Information and Protection of Personal Data (Inai).
