“Yes, but without debt.” The Morenoist majority in the Congress of the State of Mexico was blunt in the negotiation of the 2022 economic package with the representatives of the PRI governor, Alfredo Del Mazo.
Why indebt more to a government that is in the last stretch of its six-year term and that has accumulated 23,000 million pesos of indebtedness since 2017? It was the question that never had an answer.
The opinion did not go beyond commissions and a month ago the ordinary period of sessions concluded without the Plenary being able to vote on the Income Law and the Expenditure Budget, with the 9,500 million pesos debt ceiling. The 125 municipalities that two weeks ago began their three-year term also have their income laws frozen.
The stupidity of the parties made it practically impossible for the 75 Mexican deputies to be called to an extraordinary period of sessions, despite the fact that the representatives of the PRI president maintain that the Morenoite faction and its coordinator, Maurilio Hernández, have failed to comply with the presidential word.
“Did AMLO authorize Del Mazo to get into debt? Neither in the National Palace nor in Bucareli did the Morenista legislators find confirmation of those versions. Quite the opposite: the annoyance with the PRI interlocutors – the state secretary of the government, Ernesto Nemer Álvarez, and the leader of the PRI caucus, Elías Rescala—is growing.
“They complain of non-compliance, but they were the first to disgrace the agreements when we approved the rulings in general and they did not agree to call for a far-reaching fiscal reform and a comprehensive reform in municipal matters,” says a Morenista parliamentarian, directly involved in the negotiations, “obsessed by the candidacy of the 23rd, they only think about looking good with their boss”.
The belligerence between the parties contrasts with the good relations between the federal Executive and the Mexican president, who committed a set of road works in the vicinity of the new Felipe Ángeles international airport, which should come into operation in the next 90 days. The lack of budgetary definition, the Morenoites insist, should not compromise its execution.
By 2022, the State of Mexico will receive 226.983 million pesos of federalized spending, more than any other of the 31 states. The budget presented by Del Mazo to the Legislature amounts to 326,000 million pesos
Since the legal-financial regulations proposed by Del Mazo to the Legislature have not been approved, the 2021 Income and Expenditure Budget Law remains in force.
“If, on January 31, the State Income Law or the Expenditure Budget corresponding to the current fiscal year, or both, have not been approved, the initiative that at the time would have been sent will be turned over to the plenary session of the legislature for voting. the head of the Executive”, stipulates article 61 of the Mexican Constitution, in its section XXX.
That is the worst scenario, since Morena and her allies have 34 of the 75 votes. And if it reaches the plenary without agreements, they will vote against it. In the middle of the week, the deputies of the PVEM, Citizen Movement and New Alliance – who add 11 votes – urged to restart the work in commissions, without success.
