CPR was performed on the pair but the father could not be saved and was declared dead at the scene.
The 20-year-old was taken to John Hunter Hospital in a stable condition.
NSW Ambulance Inspector Phil Clark commended the locals who came to the rescue.
‘Bystanders and police officers did an extraordinary job assisting both patients before paramedics arrived. They did a great job under very difficult circumstances,’ he said.
‘We need to be mindful of where we are swimming and understanding our limits as we head into the peak of the summer season.’
Police are investigating the drowning and will prepare a report for the coroner.
