Detectives from the Child Abuse and Sex Crimes Squad established Strike Force Dowell in August after receiving reports that three teenage girls had been physically and sexually abused while in foster care.
After extensive investigations, officers arrested the pair on Monday.
The alleged predators both appeared in Liverpool Local Court the following day.
The man who was hit with 13 charges was granted bail under strict conditions, however the woman who received 11 charges was formally refused bail.
They are both due to reappear in court on February 16 next year.
As the investigation progressed officers also apprehended a 35-year-old man during a vehicle stop in the southwest suburb of Minto on Thursday.
The alleged offender was taken to Campbelltown Police Station and formally charged with a range of child sex crimes, as well as conspiracy to obtain financial advantage by deception and driving a motor vehicle while disqualified.
