Tunisian Parliament Speaker Rached Ghannouchi said during his participation in a conversation via the “Zoom” app on Saturday that the head of state is refraining from accepting the oath of the new cabinet team, and thus rejects the ministerial modification.
He added that Tunisia has a parliamentary system, and the role of the head of state is a symbolic role, not a constructive one, and the issue of governance and the cabinet belongs to the ruling party and is primarily the responsibility of the government.
He explained that the need is to establish a complete parliamentary system that gives the reins of power to the winning party in the legislative elections.
Ghannouchi stressed that Tunisia today is experiencing difficulties in mixing the parliamentary system and the presidential system.
He said, “Perhaps the result that we will reach is to establish a complete parliamentary system in which the three powers are separated and the executive authority is all in one hand, which is the prime minister.”
He stressed that there are no proven charges that condemn the new ministers in the government of Hisham al-Mashishi of corruption, indicating that the accusation of corruption is a judgment issued only by the judiciary, considering that these accusations are merely plots aimed at bringing down the modification.
Ghannouchi stated that the constitution imposed a distribution of powers between the executive and the legislative branches, and that the political system in Tunisia is still under experiment and needs time to get used to it.
He pointed out that the delay in the creation of the Constitutional Court opened the door to the interpretation of the constitution by the President of the Republic.
