The National Electoral Institute (INE) reported that the requirement of 3% of valid signatures of the Nominal List to request a citizen consultation on the Revocation of the Presidential Mandate due to loss of confidence as established by the Constitution was met.
René Miranda, Executive Director of the Federal Register of Electors of the INE, highlighted that a minimum of 2 million 758,000 records were required to be able to request the consultation and, last Monday, 2 million 845,634 had been validated; that is, 103.17% of those required.
Likewise, in 21 entities of the country, more than 3% of their Nominal List has already been reached, which also fulfills the dispersion requirement established by the Constitution to trigger the organization of this exercise.
In a conference, he recalled that different promoters of the consultation delivered to the electoral body 9 million 721,907 signatures on paper or electronically, of which 65.67 percent have been validated so far. He indicated that it will continue until the review of all the signatures presented is concluded.
inconsistencies
René Miranda mentioned that in the validation process 800,000 inconsistencies have been found that have to do with duplicates or invalid credentials, in addition to 12,800 credential records whose holder has already passed away. He stated that 88,630 photographs were invalid because they were not properly appreciated.
He said that the INE has only received so far four letters from people who have asked to withdraw their signature since they did not authorize their support.
Miranda Jaimes anticipated that this Wednesday, January 19, the statistical sample will be carried out to verify citizen support through a home visit to those who are selected, and on January 26, the General Council of the INE will meet to make the official declaration.
“A statistical sample will be made that will cover the 32 entities, we are estimating a sample that will be around 850 records so that as of Friday these home visits will be made for the review that is contemplated in the guidelines,” he explained.
Exercise Resources
He recalled that the INE only collected 2,091.46 million pesos from its budget to carry out the consultation, for which it requested the Ministry of Finance and Public Credit (SHCP) a shortfall of 1,738 million pesos, for which this unit has to respond no later than January 31 next.
René Miranda stressed that if the General Council of the INE authorizes the use of bond paper instead of security paper to print the ballots of the consultation, and thereby reduce the cost of the citizen participation exercise, “it does not mean that the materials do not have security mechanism, let us remember that other elements are being incorporated to be able to guarantee that the supplies to be used are safe, verifiable, and that they allow us to make important investments with fewer resources”.
