The two sides were unable to agree terms as the Catalans failed to match City’s valuation of the 19-year-old.
The LaLiga side had hoped their final offer, that included midfielder Rafinha Alcantara, would have been accepted after their initial £13.6million bid had been rejected.

Barca boss Ronald Koeman was hopeful of bringing Garcia back to the Nou Camp before Monday’s transfer deadline day.
Garcia was part of the La Masia academy between 2008 and 2017, before heading to the Premier League under Pep Guardiola.
The Spanish international made his first top-flight appearance last season and would go on to feature 13 times throughout the campaign.

Ramon Planes, who has taken over from Eric Abidal as the Sport Director at the club, is said to have led the negations for the youngster but was unable to attain his signature.
Planes hopes that Garcia will follow in Gerard Pique’s footsteps by leaving La Masia’s youth academy to later rejoin Barca in a professional capacity and go onto have an impressive career at the club.
The door could, however, remain open for Barca as Garcia has made it clear that he does not intend to renew his contract with City – which could see him leave as a free agent next year.
