The custody of the Felipe Ángeles International Airport (AIFA) facilities by the National Guard is the product of a collaboration agreement signed between the parties in July 2021, in which its end date was not established, although there is the possibility to conclude it prior notice of the parties.
In the second commitment of the agreement, it is specified that the guard will have 615 elements available every day (of them, at least 88 women) to carry out airport security and surveillance tasks to preserve the safety of aircraft, passengers, cargo, facilities or equipment. The foregoing, without prejudice to the participation in emergency situations of other institutions of the federal administration.
The document also specifies that the salaries and benefits of the assigned guards and those who fill eventual vacancies will continue to be a direct responsibility of the National Guard, although contributions from the air terminal may be established, which will be subject to budgetary availability.
As part of the background, the AIFA management specified: Article 71 of the Airport Law provides that the internal surveillance of the facilities is the responsibility of the concessionaire, who may have a group that must be aligned with current legal provisions, such as it happens in concessioned airports contracted by private companies.
Despite this, the same section of the agreement states that in emergency situations or when internal peace or national security is endangered, the competent federal authorities “will provide direct surveillance to preserve the security” of people and assets. .
For its part, AIFA promised to implement legal and administrative instruments so that National Guard personnel receive training and certification to perform their duties.
It will also be in charge of supplying the goods and work equipment necessary for their daily tasks and those that are entrusted to them by the administrative authorities of the airport inaugurated on March 21.
In order for there to be clarity about the functions performed, AIFA will send a statistical report on the activities of the personnel with functions at the airport on a monthly basis to the guard command through the General Headquarters for Police Coordination.
Regarding command powers, the agreement stated that the members of the guard assigned to AIFA “will have a command that will be designated by the commander of the National Guard, who will maintain discipline and administrative control in accordance with the provided” in the respective law and its regulations.
