New president of the TFJA will seek to apply AI to cases

The Plenary of the Superior Chamber of the Federal Court of Administrative Justice (TFJA) elected Guillermo Valls Esponda with nine votes as the new president of the court for the period 2023-2025.

In a statement about his work proposal, the new president commented before the Superior Chamber of the court that the use of information and communication technology should be intensified for the good of all stakeholders.

I propose to evolve digital services from traditional connectivity to an intelligent and automated one that allows progress towards an operable and executable online trial with an electronic file that is easy to access and consult,” he said before the magistrates.

In this sense, he added that it will also promote decision-making supported by the digital processing of information through the use of artificial intelligence tools for the benefit of the litigants and the public servants of the TFJA.

“Recognize the use of technologies that can be used for the substantiation of the procedure to digitally display the administrative files in those trials processed in the traditional way with security measures to guarantee their integrity,” Valls commented.

The new person in charge of the TFJA explained that the procedures will be facilitated and the processes will be expedited, in addition to reducing costs for the benefit of prompt, expeditious and accessible justice.

Guillermo Valls Esponda has a Law Degree, graduated from the Universidad Iberoamericana; Master of Laws from the Boston University School of Law (Boston, Massachusetts in the United States).

He has an Interuniversity Master’s Degree in Intelligence Analyst from the Carlos III and Rey Juan Carlos I Universities, (Madrid, Spain); he is a candidate for a PhD in Law from the Complutense University (Madrid, Spain).

As a public servant, he was —from 1999 to 2001— director of Planning and Development in the Ministry of the Interior, attached to the Mayor’s Office of said agency. Subsequently, he was the coordinator of International Affairs and Attachés of the now defunct Attorney General’s Office, and legal attaché for Europe. In the Ministry of Public Function he was head of the Internal Control Body. Since January 2013, he has served as General Administrator of Taxpayer Services of the Tax Administration Service (SAT).

Since May 11, 2016, appointed during the six-year term of President Enrique Peña Nieto, Guillermo Valls served as a magistrate of the Superior Chamber of the Federal Court of Administrative Justice. Until yesterday, Valls Esponda acted as president of the First Section of the Superior Chamber of the Court.

The Federal Court of Administrative Justice is a jurisdictional body with autonomy to issue its rulings and with full jurisdiction. It is part of the National Anti-Corruption System.

It has jurisdiction to resolve on 19 items, including decrees and agreements of a general nature and regulations issued by federal tax authorities and autonomous tax agencies, in which the existence of a tax obligation is determined.

In matters where the return of an income regulated by the Federal Tax Code is denied, improperly received by the State or whose return proceeds in accordance with the tax laws. Also in the fines that are imposed for violation of federal administrative regulations; regarding pensions and social benefits for members of the Army.
