Norma Lucía Piña upholds judicial, internal and external independence

Norma Lucia Pina HernandezSince January 2, the head of the Federal Judiciary intends to carry out his function in accordance with what he considers to be the backbone of the constitutional mandate of that power: judicial independence.

“The backbone in the execution of my functions as president will be the independence judicial -internal and external- reconsidered as an indispensable means to guarantee an adequate delivery of justice, to make effective the freedoms and equality of Mexicans. Because judicial independence constitutes the main guarantee of impartiality of the judiciary for the benefit of society,” he emphasized.

In his opinion, “judicial independence remains in the perception of a large part of the citizenry as hollow, distant, limited to a strict organizational, budgetary and structural question typical of the division of powers.”

Judicial independence is essential to resolve conflicts between public powers. At the same time, it irradiates relationships between individuals, defines the exercise of our rights and, above all, contributes to social pacification, it emphasizes in the document that contains its general lines of work. In 33 pages he repeats “independence” 23 times.

Piña Hernández also consigned the strengthening of the function jurisdictional. “Today, more than ever, judges must continue training to judge at the level of protection and guarantee of people’s human rights. It is necessary to consolidate the quality of our resolutions by promoting training and study by strengthening the judicial career, based on academic and professional merits, guaranteeing high-level training”.

He also highlighted the fight against corruption, through the comprehensive application of the National Anti-Corruption System in the Federal Judiciary, the renewal and strengthening of the administrative responsibilities procedure, through the issuance of a specific regulation in the CJF and the issuance of a general agreement on anti-corruption measures.

Proposes reengineering, both in the SCJN and in the CJF

In addition, he proposed reengineering and measures to improve administrative activity, both of the SCJN and the CJF, which, he says, should be reflected in clear indicators, such as the consolidation of the new judicial career scheme, the establishment of the civil service career in the administrative areas of the Court and the Council and the strengthening of the judicial inspection.

Likewise, the Minister President intends to monitor and strengthen policies for the prevention of workplace violence in the jurisdictional bodies and administrative areas.

In addition, it intends to carry out an update and strengthening of the Federal Institute of Commercial Bankruptcy Specialists (Ffecom); a reorientation and update of the attributions of the Executive Secretary of Surveillance; the design and implementation of additional measures on gender and the consolidation of the use of electronic means and digital solutions in the delivery of justice (e-Justice) and in the administrative areas of the SCJN and the CJF.
