Rocha breaks down his 2023 Budget; is 10.95% higher than this year

• In the budget proposal of 64 thousand 504 million pesos, the largest increases are in public works, basing in Health and Social Programs

Culiacán, Sinaloa, November 28, 2022.- During his Weekly Conference, Governor Rubén Rocha Moya made a breakdown of his 2023 Expenditure Budget that he sent to the State Congress for approval this Friday, which consists of a proposal for 64 thousand 504 million pesos, which is 10.95 percent higher than the one approved for this 2022, and where increases are contemplated in various programs, the largest being public works, social programs, the basification of workers from health, contributions to municipalities and an increase to the UAS.

The state president was accompanied by the Secretary of Administration and Finance, Enrique Díaz Vega, who explained in detail the content of the proposal that he himself delivered on Friday to the deputies of the 64th Legislature, on instructions from Governor Rocha himself.

The secretary explained that by 2023 it is intended to exercise a budget of 64 thousand 504 million 514 thousand 676 pesos, an amount that is greater by a little more than 6 billion pesos with respect to the budget approved this year, and which represents an increase of 10.95 percent.

“This year in 2023 we had an increase of a little more than 6 billion pesos, which is 10.95 percent of the budget increase. The main increases in the Expenditure Budget is a question that I was asked when leaving Congress on Friday, a summary of some of them was made here, not all, but the main ones: They bring an increase of 725 million pesos to the municipalities, it is 14.40 percent; in public works, which was one of the main ones that had an increase is 43 percent, last year there were 1 thousand 68 million, this year there are 1 thousand 532 million; ISSSTESIN last year had 2,393 million and this year it has 2,856 million, it is 463 million pesos more, it is 19.35 percent, ”he reported.

Secretary Díaz explained that social programs will have an increase of 25 percent, since from 1 thousand 803 million 350 thousand pesos exercised this year, for 2023 a budget of 2 thousand 264 million 762 thousand pesos is proposed, a difference of 461 million 412 thousand pesos.

The greatest increase in percentage terms will be in bases of the health sector, where it is contemplated to grant 500 places, which will represent a cost of 165 million 3 thousand 28 pesos, an amount that is higher by 56 million 903 thousand 28 pesos (52.64 percent) with compared to the 108 million 100 thousand pesos applied this year.

The budget proposal also contemplates 297 million 532 thousand pesos for the pension program for people with disabilities; 70 million pesos in support of displaced persons; 100 million pesos to the School is Ours Program; 84 million 150 thousand pesos to economic promotion projects; 54 million pesos to the state Bienpesca; 40 million pesos to the marine engine program; and 339 million pesos for various programs of the Ministry of Agriculture and Livestock, such as support for seasonal workers, establishment of pastures, delivery of seeds and fodder, animal health status, payment of coverage for the corn harvest, including state support of 10 million of pesos for the construction of the main channel “Metate Fuerte Mayo”, a work carried out by the National Water Commission.

On the other hand, Secretary Díaz Vega reported that a reform to the Sinaloa State Finance Law was also proposed to the State Congress, to change the deadlines in which taxpayers have to cover vehicle procedures, since currently the deadline is unique for all, which is March 31 of each year for the expiration of the vehicle endorsement, and the proposal that was made is that it be one year after registering license plates, in order not to concentrate all payments for March, but rather that each taxpayer has a different due date in their process.

“A modification that we also send in the Sinaloa State Finance Law, as you well know, the license plates always expire on the last day of March, that is the initiative that was sent this year so that these crowds do not take place, it is that every time Someone buy a car or get some new license plates that expire the year after that date so that they all expire a year later because also if we get some plates in October we have to return in March, so if you go right now it’s 28 November, the idea is that it expires next year and that way we are going to ensure that people do not crowd together, that people do not crowd together,” he said.
