Finally, yesterday, October 10, the relief in the collection arm of the Mexican government, the Tax Administration Service (SAT), was finalized.

After the resignation of Tatiana Clouthier from the Ministry of Economy and the appointment of Raquel Buenrostro as head of that department, the SAT remained headless for a few days, until yesterday.

Antonio Martínez Dagnino was appointed as the new head of the SAT to replace Buenrostro.

Martínez Dagnino served as head of the General Administration of Large Taxpayers of the SAT and is one of the youngest officials appointed in the current administration.

The announcement was not made by the Ministry of Finance headed by Rogelio Ramírez de la O.

On the instructions of President Andrés Manuel López Obrador, it was announced by the Secretary of the Interior, Adán Augusto López Hernández, in a ceremony in which the former head of the SAT and now Secretary of the Economy, Raquel Buenrostro, was present.

Martínez Dagnino worked as head of the General Administration of Large Taxpayers of the SAT.

Originally, Margarita Ríos Farjat, currently a minister in the Supreme Court of Justice of the Nation (SAT), was appointed when she was appointed head of the SAT.

Unofficially, it is known that at the time, Ríos Farjat, faced with the commitment to increase collection, requested the permanence of the previous head of the General Administration of Large Taxpayers. But they did not grant it. Martínez Dagnino held the position. Nor was it a direct appointment of the then Secretary of the Treasury. The appointment, at that time, was made specifically by President López Obrador.

Then the relief would come. Buenrostro arrived at the SAT and, he was already there and kept Martínez Dagnino in office.

According to the official statement, the new head of the SAT comes from the financial sector.

He has experience in the Mexican financial system, specifically in the analysis of derivative financial instruments, as well as in supervision, regulation and auditing.

He has a degree in Accounting and a master’s degree in Finance from the National Autonomous University of Mexico (UNAM).

In addition to working in the private sector and in the banking sector, Martínez Dagnino was deputy director of the area in the general directorate of financial groups and intermediaries of the National Banking and Securities Commission (CNBV), where he specialized in regulation of the financial system and created procedures for supervising the capital and liquidity of institutions.

It must be remembered that Buenrostro’s collection success was fundamentally based on the collection of taxes from large taxpayers.

Until now, Martínez Dagnino had been specifically responsible for that area.

Most likely, it will maintain the line that has been followed until now, charging large taxpayers.

Those who thought that it could change the auditing strategy, seems unlikely. We will see.
