Security in the AMLO government is supported by pins, says the ONC

The promise of President Andrés Manuel López Obrador to pacify the country has been surpassed by reality, since four years after the arrival of his government, the rate of 11 crimes has reached its historical maximum, warned the National Citizen Observatory (ONC).

During the presentation of the report “Four lost years in terms of security”Francisco Rivas, general director of the ONC, maintained that by observing the criminal scene in the country it can be understood that “security is literally pinned down”.

And it is that, according to the study, the federal government reached the last third of the administration with a balance characterized by institutional wear; with the centralization of decisions. As well as pure operation and zero planning, in addition to greater budget fragility.

In terms of crimes, it was said that the crimes of: Homicide (in 2019); femicide (in 2021); other crimes that threaten life and bodily integrity (in 2022); extortion (in 2022); other crimes that attempt against personal freedom (in 2022).

In addition to the fact that severe crimes such as human trafficking, hydrocarbon theft, extortion persist, for which “pacifying the country goes beyond reversing the trend of homicides. It implies that all people can exercise their rights without fear and that there is justice for the victims. That was the expectation when starting this government. But it is not the reality in 2023 ”, underlines the study.

In this sense, Francisco Rivas regretted that the creation of the National Law on the Use of Forceof the Law of the National Guard and National Law on the Record of Detentions have not yielded results.

While the late publication of the special programs not only reflects that in four years it was not possible to satisfactorily address what the Planning Law establishes, but also the loss of time to address and identify the security problem. “This government dedicated itself to operating without planning its strategy,” the study warns.

Likewise, it was identified that the relevance of public spending on security has decreased in recent years, since in 2018 of every 100 pesos of public spending, 4.2 pesos were dedicated to public security, and by 2022 only 3.2 pesos were dedicated.

“Austerity and the change in the security paradigm proclaimed by the federal government are not materialized in public spending on security. The exercised budget continues to focus on “Fighting crime” and, to a lesser extent, on preventing crime and procuring and imparting justice”, the report states.

On the other hand, it was said that the expectations of a notorious change in the areas of the federal public administration and the strengthening of the autonomy of the institutions in matters of human rights, attention to victims and the administration of justice have been left behind in the face of the coup de reality.

At the same time, there has not been a genuine interest in the optimal functioning of certain public institutions, as evidenced by the appointment of heads without experience or professional trajectory consistent with the purposes of the institution they head.

Political use of the National Guard

Finally, the analysis carried out by the ONC identified that the National Guard has worn itself out due to the functions assumed and the political use to which it is being subjected.

And it is that it was observed that its use and presence for any matter does not deter or prevent the commission of crimes or administrative offenses, while a deployment is made with criteria that do not correspond to the figures of criminal incidence or the presence of organized crime.

In this context, it was said that 77,516 elements of the Guard are assigned to State Coordinations and are employed for tasks as diverse as fighting fuel theft, stopping migratory flows and monitoring the Mexico City subway.

Therefore, said deployment has served to show the incapacity of the institution, according to the National Census of Federal Public Security (2022): although it received 244,701 emergency calls and complaints to 088, as well as 109,409 by other means (mail, applications and email), it barely managed to make available to 1,001 probable offenders of alleged civic offenses and 6,104 probable perpetrators of alleged crimes.

“There is no element carrying out investigation, prevention, social proximity or reaction functions, but there are 92,586 assigned to “unspecified operational” functions, that is, willing to attend to any matter or occurrence,” the study warns.
