The Chamber of Senators generally approved the Federal Law of Rights (LFD) 2023 with 64 votes in favor and 42 against and two abstentions. The Plenum of the Chamber of Senators will present more than fifteen reservations to try to modify something to the minutes of the LFD.
In the Federal Rights Law, the federal government has set itself the goal of collecting 57,193 million pesos, this is an annual increase of 15.4% in real terms.
Senator Gina Cruz, from the PAN, commented that although it is true that this government will not create new taxes, the reality is that there will be an increase in the payment of some rights.
“With the presidential proposal of the LFD 2023, the fees for passport processing, visas for foreigners, access to certain cultural centers, connectivity and the operation of mobile telephony, armoring of automobiles and immigration procedures will be increased,” said the baker.
The LFD 2023 proposes to pay 812 pesos for the issuance of visas in foreign passports. As well as, 512 pesos for visitor visas without permission for paid activities and 174 pesos to process visas in foreign passports through electronic means.
For her part, Gabriela López, senator from Morena, commented that the collection of rights is not taxes, but that they are charged to cover the direct and indirect cost of offering these services.
“In the case of family unity visas, those who request them are considered victims or prove to be relatives of foreigners will not pay these rights. This opinion of the LFD promotes the request for visas by electronic means, which will make the service offered more efficient,” said López.
Also, the government seeks to establish quotas for the issuance of the certificate of registration or update of the employer, which is a prerequisite for the reception and resolution of immigration procedures for foreigners who come to work in the country.
For this procedure, it is proposed to reform article 13 of the LFD so that, as of 2023, a fee of 345.53 pesos is paid. In addition, the SHCP also proposes to modify article 22 of the LFD so that 812.08 pesos must be paid for the issuance of visas in foreign passports.
Also, within the same article, a charge of 531.09 pesos is proposed for visitor visas without permission for paid activities and 174.62 pesos to process visas in foreign passports through electronic means.
However, foreigners who are considered victims or prove to be relatives of foreigners who have disappeared within the country – based on the legal provisions on the matter – will not pay the right for visitor visas without permission for remunerated activities.
