After a long debate, the plenary session of the Chamber of Senators approved by a show of hands to return to commissions the decree that reforms the Constitution to extend the participation of the Armed Forces in public security tasks until 2028.
The decision was made based on the express request, in writing, of the majority of members of the joint commissions of Constitutional Points and Second Legislative Studies that had endorsed the opinion yesterday.

During the discussion, the PAN and EMC senators loudly demanded not to postpone the vote on the opinion.
“Vote, vote…” and “to vote, to vote”, they harangued. The senators engaged in a discussion about the corresponding legislative process, until Alejandro Armenta, president of the Board of Directors in the Upper House, decided to put the proposal to a vote.
In economic voting, it was evident that the majority of senators from Morena, PT, PVEM and PES prevailed over the opposition made up of those from the PAN, PRI, MC, PRD and non-party senators.

According to Senate Rulesevery decree can only be returned to committees for review once.
The argument of the opposition was that Morena and allies decided not to put the opinion to a vote this Wednesday because they calculated that it would not be enough to complete the required votes.
And because it is a constitutional amendment, its approval requires the vote of two thirds of the senators present.
This Tuesday the attendance of 126 senators was registered, so the approving vote of 84 was required.
Morena and allies only had 75 votes, and although it was rumored that they had already convinced some opposition senators, especially from the PRI, to vote in favor of the decree and that approval was already assured, Ricardo Monreal, president of the Board of Political Coordination (JCP), chose to wait.
The reform proposed by the PRI in the Chamber of Deputies and approved last week by the Lower House, proposes to modify the first paragraph and adds the third and fourth paragraphs of the Fifth Transitory Article of the Decree that amends, adds and repeals various provisions of the Political Constitution regarding the National Guard, published in the Official Gazette of the Federation on March 26, 2019.
