The fourth wave of Covid-19 infections forced the Secretariat of Infrastructure, Communications and Transport (SICT) to give a new extension, until December 31, 2022, in the validity and legal effects of the express authorizations to carriers to circulate on roads and bridges under federal jurisdiction with double-articulated truck configurations (fulles).
The objective is to ensure the continuity of the cargo trucking service and compliance with regulations.
Based on information from the agency, until last Thursday there were 57,174 requests for express authorization approved since April 2019. Among the companies that have the authorization to circulate their fulles are: Barcel, Cervecería Cuauhtémoc Moctezuma, Pepsico, Bodegas Liverpool, La Corona Soap Factory, Cryoinfra, Bachoco, Kimberly-Clark de México, Bimbo and TUM Logistics and Dedicated Services.
“In order to provide legal certainty to all federal cargo transportation and private cargo transportation permit holders during the processing procedure that they must observe, so that in accordance with the provisions of the Official Mexican Standard NOM-012-SCT- 2-2017, on the weight and maximum dimensions with which motor transport vehicles that travel on general communication routes of federal jurisdiction can circulate”, detailed the SICT.
In the following days, the notice will be published in the Official Gazette of the Federation (DOF), as in the first extension for eight months dated May 19, 2021.
The executive vice president of the National Chamber of Freight Transport (Canacar), Refugio Muñoz, considered the extension of the validity of the permits convenient, because according to regulations, the units must be presented for the review of the physical-mechanical conditions and see if the configuration complies with the standard.
“Currently, there are no conditions to process the permits again. It is positive that the term is extended because there is certainty that those who are operating complied with previous reviews,” he added.
Regarding the effects of the pandemic, it was mentioned that despite the implementation of measures to combat it, it persists, so since its inception the activities and work programs in the SICT have had to adapt for their due continuity.
However, it has not been possible to reactivate various actions in the processes and systems, and of the inspection units authorized by it, aimed at the physical review of the tractor, trailer and semi-trailer units.
