Tender for the supervision of the Mexico-Toluca train

After multiple delays, the construction of the interurban train Mexico-Toluca It is shaping up to close strongly with the goal of opening in September 2023, days before the current governor of the State of Mexico, Alfredo del Mazo, concludes his term.

For now, the Ministry of Infrastructure, Communications and Transportation (SICT) the tender to choose the company that will help in the supervision of the application, monitoring and control of the 8,500 million pesos that the Government of Mexico City exercises in the construction of the work, related to its section, is underway. three.

Through the National Infrastructure Fund (Fonadin), resources were allocated to complete the work, by virtue of the fact that since July of this year it already has the allocation to take charge of its operation and exploitation until February 8, 2058.

Specific tasks

In the scope of the tender – whose contract will be around 12 million pesos – it is specified that: the service provider in his capacity as railway financial advisor must conduct himself in an “objective, independent, impartial, honest and ethical manner, to carry out on behalf of and representation of the SICT through the General Directorate of Railway and Multimodal Development (DGDFM) the supervision of the correct application, monitoring and control of the support resources”.

The estimated date for the start of the works will be the next first day of December with an execution period of 182 calendar days.

Among the works to which the resources must be allocated exclusively are: continuity of the construction works, supply works, fitting out, loading, transport, assembly and assembly of the metal trusses 1 and 2 and the mixed viaducts 1,2 and 3, as well as the station Santa Fe. In addition to the manufacture, transport and assembly of precast segments on viaducts 5 and 6 of the project.

Change of plan

It should be remembered that, last July, the head of the Government of Mexico City, Claudia Sheinbaummade official the early termination (and by mutual agreement) of the construction contract of the section 3 of the Mexico-Toluca train that it had with the consortium led by the company CAABSA Constructora because the works did not achieve the expected progress.

The contract between the local government and the company was signed in 2014 for an amount of 10,426.3 million pesos, although it had undergone various modifications since then. According to official information, the progress as of July in the construction of the section in an extension of 16.8 kilometers was 57 percent.

According to the Head of Government, there are 12 companies that will finish the construction; Some of these companies were already aware of the work because they were part of the consortium or because they were subcontracted and now they must report directly to the Secretariat of Works and Services of Mexico City.
