Reyes Rodríguez Mondragón, presiding magistrate of the Electoral Tribunal of the Judicial Power of the Federation, expressed that what is relevant in the reform that the Federal Executive seeks to carry out to the National Electoral Institute (INE) is that the problems that are to be improved are identified and the problems are well defined. , because changing the laws does not mean changing the realities.
He emphasized that the work that is done to define subjective problems that the reform presents and if these legislative changes are the optimal way to solve them is very important.
He also pointed out, at the end of his participation in the inauguration of the International Seminar on Constitutional Justice and Open Parliament, that the reform process is being followed and they will wait attentively for the discussion that will take place.
citizen support
During his participation in the event, Rodríguez said that in the institutions of democracy there must be support from the citizenry.
He commented that with the models of government, parliament and open justice, it is sought that there is a “correspondent commitment” for the change of realities, since the narratives in the abstract are not the ones that change the daily life of the people, but rather these changes are the product of the policies and concrete actions that are carried out.
On the other hand, he commented that the State must allow all institutions to create an environment of greater civility and cooperation where priority public issues can be resolved.
Although he mentioned that building trust is a slow process, the end result is to count on the population to implement public policies, with utility and social responsibility.
“Even for the courts, compliance with the sentence, in addition to being part of the constitutional democratic agreement and based on the legitimacy that comes from the law, is not enough for jurisdictional decisions to be accepted (…) it requires a high level of public confidence”, commented the magistrate.
Finally, Reyes Rodríguez said that in the 2023 Expenditure Project, which was approved in committees of the Chamber of Deputies, the Electoral Court suffered a cut of 35 million 244,000 pesos, which they will face with spending rationality programs.
