The 2023 Expenditure Budget of the CDMX is approved without changes

With practically no changes to the project proposed by the local Executive, the plenary session of the Congress of Mexico City approved the opinion of the Expenditure Budget 2023with a total net expense of 248,415.1 million pesos, which means an annual increase of 6.2 percent.

Derived from the fact that the project had 44 votes in favor and 12 votes against, as well as a period of nine hours of discussion, the president of the Budget and Public Account Commission, Valentina Valia Batres Guadarramaexplained that one of the priorities of the budget is to provide enough souvenirs to the mayors’ offices, therefore, 45,658 million pesos are allocated to them, which means an average increase of 6.2% per year.

In addition, 6,767 million pesos are foreseen for the payment of issuances of stock certificates, for the financial cost of the public debt and the costs of risk coverage. Also 4,242 million for fiscal stimuli and 100 million as a contribution to stabilize budgetary resources.

The Expenses budget next year also contemplates 68,619 million pesos for dependencies, while 17,245 million for decentralized bodies.

Meanwhile, 63,733 million pesos will be disbursed for the entities, highlighting 18,847 million pesos for the STC Metro; 3,718 million to the Housing Institute, 7,530 million to the Pension Funds of the Auxiliary Police and the Preventive Police, as well as 14,128 million to the Economic and Social Development Fund.

Similarly, 12,306 million pesos will be allocated to autonomous organizations, which represents a nominal average increase of 6.4%, and in the case of the Attorney General’s Office and the Autonomous University of Mexico City (UACM) , the increase is 6.9 percent.

“The defined public spending will allow us to continue with the delivery of support, subsidies and aid to vulnerable sectors of the population, continue with the provision of public services, and with the construction and maintenance of the infrastructure,” said Batres Guadarrama.

Income Law

The legislators of the capital Congress also approved the Mexico City Income Law for Fiscal Year 2023.

On behalf of the United Finance and Budget and Public Account Commissions, deputy Carlos Hernández Mirón, explained that it is expected that next year 96,422.7 million pesos of local income will be received, of which 65,192 million for tax income, while 31,230 million from non-tax income and 134,380 million from income of federal origin.

There will be 3,000 million pesos of internal debt for works and investment projects, less than what was approved for this year.

The update of fees and rates for next year will be 4.5%, a figure lower than inflation and below what is established in article 18 of the Fiscal Code of Mexico City.

Likewise, the local legislator pointed out that the income for the month of September was located at 195,269.6 million pesos, which means 7.8% more than what was programmed in the calendar of the Income Law of Mexico City in 2022 and an additional 9.9%. to what was observed for the same period last year.

Reviews

Regarding the pending issues left by this Expenditure Budget, the deputy, Luisa Adriana Gutiérrez Ureña, considered that it establishes insufficient resources for important areas such as women, water supply, mayors’ offices and autonomous organizations, such as the Electoral Institute and the Superior Court of Justice .

While the deputy, Royfid Torres González, assured that the budget assigned to the mayors and autonomous organizations is insufficient.
