The AICM hires ProMedic to provide medical services

The management of the International Airport of Mexico City (AICM) will pay 163.7 million pesos (plus VAT) to the company Médica Profesional Integral (ProMedic) to provide, in all its facilities, the pre-hospital medical care service for which remainder of the current federal administration.

The hiring was through a direct assignment and has a start date of December 12, 2022 and completion date of August 30, 2024.

“According to the experience of the Comprehensive Professional Medical Company (created in 2003 with headquarters in Nuevo León), it is proven that it has clear and expeditious processes and procedures, as well as managers and responsibilities fully identified in its regulations and structure to comply with the technical and economic requirements requested for the fulfillment of the required service, thus avoiding airport medical vulnerability,” it was reported.

Since July 2020, these services were provided by the company Liber Salus (the initial amount paid was 102.9 million pesos plus VAT) and given the proximity of the expiration of the contract, the AICM held a public tender to choose its replacement.

However, the process was declared void due to technical breaches (and the agreement with Liber Salus was extended a few more weeks until it was legally possible).

In this context, and in order not to leave the country’s main air terminal without pre-hospital medical services, a quick market investigation had to be carried out and the direct assignment legally justified.

The incidents of 2022

Based on information from the AICM, during 2022, 22 deaths, 32,456 medical attentions and 124 transfers to different hospitals were registered at its facilities.

Until last December 9, the terminal registered a movement of 37 million 894,129 passengers and 303,434 commercial operations (takeoffs and landings), which represents a “directly proportional risk” in the medical care requirements for passengers, users or workers who perform Your activities”.

Consequently, it is necessary for the AICM to have an optimal response capacity to emergencies due to accidents or incidents typical of air operations and airport activities.

“The medical service is a fundamental part of the AICM emergency plan and its priority will be the care of medical emergencies, epidemiological emergencies, Charly code and Z1 protocol, as well as all those that are required in its facilities… including emergencies and/or or medical emergencies on board aircraft, pedestrian paths, and immediately adjacent vehicular roads,” it was detailed.

In the referred market study to hire a company, the terminal management also received offers from: Biogeminis, Vamo del Norte Medical Projects, Azteca Clinical Chemical Laboratories and Clinical Image.

Regarding Promedic, it was specified that it represented the best contracting conditions in terms of price, quality and financing.

The direct assignment justification opinion was signed on December 9, 2022 by the representatives of the AICM Security Branch (Security Manager and Security Deputy Director).
