In a speech delivered in Parliament today, Wednesday, the minister indicated that the talk is about isolated incidents that are monitored on the border between Armenia and Azerbaijan, as well as along the line of contact in Karabakh, explaining: “They do not target us, but rather shoot in the air. We document all the incidents. And if this happens in Karabakh, then we hand over the information about it to the peacekeepers, and they are the ones who are investigating it. “
He continued, “Today I met with Muradov and I raised this issue in front of him and said that there are such incidents. He, on his side, raised this issue to (Azerbaijani President Ilham Aliyev.”
At the end of last September, hostilities resumed in the Karabakh region (which announced, in the early 1990s, its separation from Azerbaijan unilaterally with the support of Yerevan), which led to human losses on both sides and the displacement of large numbers of residents of the region to Armenia.
After the failure of several attempts to establish a truce, the Russian mediation resulted in the two parties reaching, on the night of November 9-10, an agreement that found its reflection in a declaration signed by the leaders of Russia, Armenia and Azerbaijan. The agreement stipulated a complete ceasefire in the area, and the two parties’ commitment to an exchange of prisoners and dead bodies. In implementation of the provisions of the declaration, Armenia also returned to Azerbaijan three regions adjacent to the Karabakh region that had been under Yerevan control since the “First Karabakh War” (1992-1994).
Under the agreement, Russian peace-keeping forces were deployed on the line of contact between two parties in Karabakh, as well as along the “Lachin Corridor” linking the region with Armenia.
