The fact that Norma Lucía Piña Hernández, president of the Supreme Court of Justice of the Nation and of the Federal Judicial Council (CJF), comes from a judicial career anticipates that there will be protection for the independence of the Federal Judiciary, agreed the specialists César Astudillo and Laurence Pantin.

“It is very important to give the minister a vote of confidence because under this triple condition, characteristic of her profile, that she is a woman, an academic and that she comes from the judicial career, we are going to see an administration that is going to stand out very quickly from the previous one. and that it is going to take well-directed steps that, above all, record the judicial independence with which the Court and the set of courts of the Federal Judiciary have to act”, affirmed the constitutionalist.

The coordinator of the Program for Transparency in Justice and Special Projects of Mexico, Evalúa, opined that Piña Hernández “has a long history in the Judiciary and is a judicial career minister, who arrived through opposition contests, based on meritocratic criteria and is quite unrelated to politics. This implies that in the manner of carrying out the debates within the plenary session of the Court, we can expect them to be carried out in a completely objective and impartial manner. Her choice suggests that there will be protection for judicial independence”.

Astudillo said that for the president of the CJF, the most relevant thing will be to take charge of the judicial career, which has to do with the way in which the Judiciary is accessed, from the most modest steps to the most important, which are those of magistrates. circuit.

“You must see that everyone does their job properly, but also when irregularities are committed, when there are infractions, behaviors for which responsibilities derive, attend to them and sanction them… with the secondment system, where do they go, to which state of the Republic, judges and magistrates leave the city or municipality, which sometimes happens to reward or punish them.

Pantin explained that the CJF is a collegiate body that has to do with the administration of the material, financial and human resources of the Federal Judiciary.

All courts and tribunals at the federal level, excluding the SCJN and the TEPJF which have their own independent administration system, the rest of the PJF is administered by the CJF, he added.

This implies managing the budget, material resources, buildings, maintenance and ensuring that the workers of federal courts and tribunals have the necessary material to carry out their tasks.
