The initiative of the Dip. Yolanda de la Torre took everyone by surprise. The legislative missile was built in secret within the PRI caucus in San Lázaro. They set it up under the instructions of the PRI’s national leader, Dip. Alejandro Moreno, and his parliamentary coordinator, Dip. Ruben Moreira.
The secret weapon appears to have gone off before it was released. The day after the initiative was presented, Marko Cortés and Jesús Zambrano, national leaders of the PAN and PRD, announced the temporary suspension of the Va por México electoral and legislative coalition, of which the PRI is a member. At a joint press conference, they expressed their “surprise and profound disagreement.”
Immediately, the PRI’s own caucus in the Senate spoke out against it. In a private meeting, he agreed to deny his endorsement of the initiative promoted by the party’s national leadership. “There may be a break. We just had a long meeting with PRI senators and we are determined to vote against it,” said Sen. Carlos Aceves, leader of the CTM.
It is never a good time to back down in politics, but the PRI deputies seem to have chosen the worst. Just last June, the leaders of Va por México announced a constitutional moratorium. The national leaders of the PAN, PRI and PRD publicly promised not to endorse any reform to the Magna Carta in the remainder of President López Obrador’s six-year term.
Three months later, the PRI promotes from the Chamber of Deputies a reform to the Fifth Transitory Article of the constitutional decree by which the National Guard was created in 2019. It proposes extending from five to nine years the transition period in which the permanent Armed Forces may perform public safety tasks.
Just a few days ago, the PRI voted against President López Obrador’s initiative to transfer the National Guard to the Secretary of National Defense. Along with the other opposition parties, he rejected the militarization of public security policy. Together they announced that they would go to the Supreme Court of Justice to file an action of unconstitutionality.
The only ones who celebrated the initiative of the PRI deputies were President López Obrador and his party. “The PRI does well to rectify. What has the PRI won with this alliance? Questioned the Tabasco politician from the National Palace. “We support the initiative presented by deputy Yolanda de la Torre,” said the Secretary of the Interior, Adán Augusto López.
Political analysts have interpreted the PRI’s military initiative as a kind of white flag. Its national leader asks for peace, after the political and criminal siege to which he has been subjected by the Governor of Campeche, the Morenista Lay Sansores. Moreira also seeks to get rid of the pressure from the FGR, which stalks his close circle of collaborators from his time as governor of Coahuila.
But neither Alejandro Moreno nor Rubén Moreira can deliver to President López Obrador the reform that would give constitutional support to the participation of the army in public security tasks until 2028. They can get it passed in the Chamber of Deputies, but not in the Senate.
In the Upper House, with the votes of the PRI caucus, Go for Mexico can stop the progress of the constitutional reform. Given the pronouncements of the Citizen Movement bench and the Plural Group, everything seems to indicate that the initiative of the Dip. de la Torre will face a resounding defeat in the Senate. The policy of insult and confrontation ends up bringing things back to square one.
