As part of the process, last Friday he published the rulings in which he argued that the proposals presented by the construction companies he invited did not meet the requirements requested in the call and their input prices were not acceptable, since they exceeded the base budget of the organizer, which was not previously disclosed.
Following up on such a decision, article 44 of the Public Works and Related Services Law specifies the following step: In the event that an invitation procedure for at least three people has been declared void, the head of the area responsible of contracting in the dependency or entity may directly award the contract provided that the requirements established in said invitations are not modified.
According to the agency, it is necessary to carry out the works as soon as possible because they must be completed in November 2023.
