The Sectur allocated 548,648 pesos to promote the Green Angels

The Ministry of Tourism allocated 548,648 pesos to promote, by the end of 2022, a dissemination campaign in complementary media about the services offered by the Ángeles Verdes corporation, of which 64% will be paid to the company Servicios de Anuncios Publicitarios (SAP ), created in León, Guanajuato.

The other two companies contracted by direct assignment (based on article 8 of the agency’s Internal Regulations) are: AP&H Communication Group and ISA Corporativo (the first will charge 99,992 pesos and the second 99,299 pesos).

In all three cases, the agency specified that it had sufficient budget to cover the fees, which was authorized last August by the Directorate of Financial Resources. The validity of the contracts was from September 1 to December 31.

Based on public information, Servicios de Anuncios Publicitarios will provide the advertising space service for the Ángeles Verdes dissemination campaign, version: on your road trips.

The eight billboards that were promised to be installed on the main roads of Aguascalientes, Cuernavaca, Cancún, Durango, Guadalajara, Puebla and Mexico City average from 12 meters wide to eight meters long.

On its website, SAP states that it has the possibility of reaching millions of consumers on the move in the most important cities of the country, 24 hours a day, offering the best locations on routes with high vehicular and pedestrian flow.

In the three contracts it was specified that “the payment will be made in national currency, after formalizing the insertion orders generated and to the full satisfaction of the General Directorate of Social Communication and corroboration with the Administrative Coordination of the Offices of the C. Secretary, of the availability of financial resources, in accordance with the provisions of the dissemination calendar authorized by the Ministry of the Interior and the Presidency…”.

In the case of ISA Corporativo, its commitment was to broadcast spots from Monday to Friday, on the screens it has installed in different stations of the Metro Collective Transportation System, in Mexico City.

For its part, AP&H Communication Group had to broadcast spots on the screens that TeleUrban has on the suburban train, which goes from Buenavista (in Mexico City) to Cuautitlán (Mexico State).

According to those involved, the director of Social Communication of the Ministry of Tourism was appointed as administrator of the contracts to verify the correct provision of the services.

Regarding the powers of said official, on June 9, 2022, an agreement was published in the Official Gazette of the Federation (DOF) that allows him, among other things, to request an opinion prior to the initiation of the procedure, on the origin of the exception to public bidding for being in any of the cases referred to in article 41 of the Law on Acquisitions, Leases and Public Sector Services, in accordance with the provisions of article 22 of the same Law.
