They approve 5.1% of the issues in the Senate

In the first period of ordinary sessions of the second year of exercise of the Chamber of Senators —carried out from September 1 to December 15, 2022— 832 issues were presented, including initiatives, proposals with point of agreement and ratifications of appointments, of which that the full chamber approved 43, equivalent to 5.16 percent.

Of the 427 promoted initiatives, three (0.70%) were approved, as well as 26 (6.82%) proposals with a point of agreement out of a total of 381 presented.

The report of the Legislative Information System (SIL) of the Ministry of the Interior (Segob) on “matters presented” in the Upper House during said period states that six (85.71%) of the seven international instruments presented by the federal Executive are pending approval, as well as three (85.71%) of 16 ratifications of appointments.

Also pending approval is the only authorization requested in the reference period by the President of the Republic to “allow the departure of elements of the Mexican Navy in the ARM Cuauhtémoc BE 01 training ship outside the limits of the country, in order to carry out the instructional cruise called IBERO-BIZANTINO 2023, which will take place from April 1 to December 4, 2023”.

The official report of the Political Coordination Board (JCP) of the Upper House specifies that in the first period of ordinary sessions two constitutional reforms were approved, 71 decrees of reforms to different laws, 92 diverse decrees and 27 in a negative sense, as well as 178 points of agreement, four international instruments, 398 appointments, two recognitions and two new laws were issued.

In total, 39 full chamber sessions were held, of which 32 were ordinary, six were solemn and one was a General Congress.

The Board of Directors approved 19 agreements and the PCB 26.

Of the two constitutional reforms approved by the senators, one has already been promulgated, the one related to the Fifth transitory article of the reform regarding the National Guard, which extends the participation of the Armed Forces in public security tasks until 2028, and the other, Sent to the Chamber of Deputies for review, which modifies the fourth article of the Constitution regarding the protection and sustainable development of the environment.
